Background of Item: In July 1992, the State of Florida enacted the William e. Sadowski Affordable Housing Act ("Sadowski Act") which allocates a portion of new and existing documentary stamp taxes, which were paid on the transfer of real estate, to local governments for the development and maintenance of affordable housing. The Sadowski Act provides a dedicated revenue source for affordable housing and it has created the Florida State Housing Initiative Partnership ("SHIP") program. Pursuant to Resolution No. 22-0203, adopted June 9, 2022, the Miami City Commission approved the City of Miami's ("City") Local Housing Assistance Program for the period of July 1, 2022, through June 30, 2025, allowing the City's continued participation in the SHIP Program. On April 5, 2023, the City was notified by Florida Housing Finance Corporation a distribution of SHIP funds in the total amount of $3,366,752.00 for State Fiscal Year ("FY") 2023-2024. The City's Administration recommends the acceptance of SHIP funds, in the amount of $3,366,752.00 for Fiscal Year 2023-2024, for the strategies under the current SHIP LHAP. The acceptance of SHIP funds, in the total amount of $3,366,752.00 for Fiscal Year 2023-2024, for the strategies under the current SHIP LHAP; is authorized.' Section 3. The City Manager is authorized to negotiate and execute any and all necessary documents, including amendments, renewals, extension, and modifications, all in forms acceptable to the City Attorney, subject to all federal, state and local laws that regulate the use of such funds for said purpose. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
