PZ-22-15065 03/27/23 While this rezoning request does not require an amendment to the Future Land Use Map because it's current designation of General Commercial is consistent with T6-24B 0 Transect, the requested rezoning is also consistent with and promotes numerous Goals and Policies of the Miami Neighborhood Comprehensive Plan as set forth below. Goal LU-1 Maintain a land use pattern that (1) protects and enhances the quality of life in the City's neighborhoods; (2) fosters redevelopment and revitalization of blighted or declining areas; (3) promotes and facilitates economic development and the growth of job opportunities in the city; (4) fosters the growth and development of downtown as a regional center of domestic and international commerce, culture and entertainment; (5) promotes the efficient use of land and minimizes land use conflicts while protecting and preserving residential sections within neighborhoods; (6) protects and conserves the city's significant natural and coastal resources; and (7) protects the integrity and quality of the City's existing neighborhoods by insuring public notice, input and appellant rights regarding changes in existing zoning and land use regulations. The rezoning of the Property to T6-24B is consistent with the Property's existing General Commercial FLUM designation. The General Commercial land use category allows development at a high density residential intensity. Hence, this application does not require a FLUM amendment. However the request is also consistent with Goal LU-1 as it will promote redevelopment and revitalization of a blighted area via efficient use of land. The requested rezoning will allow the site to be developed more efficiently to realize the underlying residential density capacity, which does not increase as a result of the rezoning. Objective LU-1.1 Ensure that land and development regulations are consistent with fostering a high quality of life in all areas, including the timely provision of public facilities that meet or exceed the minimum level of service (LOS) standards adopted in the Capital Improvements Element (CIE) of the Miami Comprehensive Neighborhood Plan. PZ-22-15065 03/27/23 The requested rezoning of the Property promotes and furthers Policy LU-1.1.3 by facilitating the development of high density residential development in the urban core of the City, near availably public transportation, employment opportunities, schools and recreational facilities. The site is not a waterfront, coastal high hazard area, or in a flood zone. Zoning of the Property to a transect that facilitates maximizing the residential density capacity of the site at this location promotes sound planning and sustainability goals. Policy LU-1.1.7 Land development regulations and policies will allow for the development and redevelopment of well -designed mixed -use neighborhoods that provide for the full range of residential, office, live/work spaces, neighborhood retail, and community facilities in a walkable area and that are amenable to a variety of transportation modes, including pedestrianism, bicycles, automobiles, and mass transit. The Property is located in very close proximity to recently approved multifamily developments with T6-24 B Zoning at 1424 NE Miami Place, 58 NE 14 Street and 47 NE 15 Street. These new multifamily buildings spurred the rebirth of the Omni area as a burgeoning neighborhood. The rezoning of the Property to T6-24B will promote this mixed use neighborhood with available multi -modes of transportation, including connectivity to bike paths and the Venetian Causeway, one of the highest volume corridor for cyclists in Miami Dade County. Policy LU-1.1.10 The City's land development regulations will encourage high density residential development and redevelopment in close proximity to Metrorail and Metromover stations. (See Transportation Policy TR-2.1.3 and Housing Policy HO-1.1.9.) The Property is located within immediate proximity and/or walking distance to various metromover stations including the School Board Metromover Station and the Adrienne Arsht Metromover Station, which all connect to the nearby Historic Overtown Metrorail Station and Brightline station. 13 #176122116_v1 Policy LU-1.3.15 The City will continue to encourage a development pattern that enhances existing by developing a balanced mix of uses including areas for employment, shopping, ho recreation in close proximity to each other. Rezoning of the Property will promote Policy LU-1.6.9 by encouraging the development of high density multifamily residential in the areas already planned for such intensity without negative effects on existing neighborhoods. Goal LU-3 Encourage urban redevelopment in identified Urban Infill Areas and Urban Redevelopment Areas. Rezoning of the Property will promote urban redevelopment in an identified Urban Infill Area in the Miami Dade County Comprehensive Plan as well as the City's planning documents. The rezoning of the Property will promote development of the residential capacity of the property in the midst of a highly urbanized area of the City, away from residential areas and/or established residential neighborhoods. Policy HO-2.1.1 Through the land development regulations, the City will continue to protect and enhance existing neighborhoods in downtown. In parallel with Policy L U-1.1.7(see, supra), rezoning of the Property to T6-24B will promote the development of a mixed use, high density development meshing with the new multi -family developments in the Omni and School Board area. Objective TR-1.1 Encourage sustainable growth and development that aims to improve mobility, reduce congestion, and supports the overall growth strategy of the City.
