File ID: #13868
Date: 04/18/2023
Commission Meeting Date: 05/25/2023
Requesting Department: Department of Fire -
Rescue
Sponsored By: Christine King
District Impacted: All
Type: Resolution
Subject: Auth. Request to FEMA - Unmanned Aerial Vehicles
Purpose of Item:
A resolution of the Miami City Commission authorizing the Department of Fire -Rescue
to make a request to FEMA to utilize UASI Grant funding previously awarded by FEMA
to purchase two (2) new drones produced by a manufacturer approved by the Florida
Department of Management Services.
Background of Item:
Chapter 934.50, Florida Statutes mandates that any drones utilized by a government
agency be produced by a manufacturer approved by the Florida Department of
Management Services ("Department"). The drones currently possessed by the City of
Miami's Department of Fire -Rescue ("Fire") were purchased prior to the regulation and
were produced by a manufacturer not included on the Department's approved list. Fire
seeks to become compliant with Chapter 934.50, Florida Statutes by utilizing Urban
Area Security Initiative ("UASI") Grant funding, awarded by FEMA via Resolution No. R-
22-0078, adopted February 24, 2022, to replace their non -compliant drones with drones
produced by a manufacturer approved by the Department. Because drones are
considered "controlled equipment" by FEMA, FEMA policy requires that a jurisdiction
first obtain the support and approval of their governing body to utilize FEMA funding for
this purpose. It is Fire's intent to submit this adopted resolution to FEMA as confirmation
of such approval.
