Subject: Agreement - WASD - Badia Senior Center
Purpose of Item:
A resolution with attachments, of the Miami City Commission authorizing the City
Manager to execute an agreement with Miami -Dade County's Water and Sewer
Department (WASD) in substantially the attached form to provide a total average daily
gallonage of eight hundred fifty-four (854) gallons of water to Badia Senior Center's
newly constructed eight thousand five hundred forty-three (8,543) square foot
community center facility as part of Office of Capital Improvements project 40-B203515.
Background of Item:
The City of Miami intends to construct and connect to Miami -Dade County's water and
sewer systems eight thousand five hundred forty-three (8,543) square feet of
community center representing an average daily gallonage of eight hundred fifty-four
(854) gallons replacing eight thousand seven hundred seventy-four (8,774) square feet
of the Badia Senior Center previously connected to Miami -Dade County's water and
sewer system representing an average daily gallonage of eight hundred seventy-seven
(877) gallons. On February 13, 2023, Miami -Dade County's Water and Sewer
Department (WASD) certified adequate water supply was available to the Badia Senior
Center extension and offered to provide water and sewer services calculated at the
rates effective at the time of actual connection. Current connection charges are one
dollar and thirty-nine cents ($1.39) per gallon for water and five dollars sixty cents
($5.60) per gallon for sewer. The rates are subject to revision at any time by the Board
of County Commissioners

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, WITH THE MIAMI-DADE COUNTY WATER
AND SEWER DEPARTMENT ("WASD") TO PROVIDE WATER AND SEWER
SERVICES AT 7121 SOUTHWEST 3RD STREET AND 25 TAMIAMI BOULEVARD
FOR A NEW COMMUNITY CENTER FOR THE BADIA SENIOR CENTER AS PART
OF CITY OF MIAMI ("CITY") OFFICE OF CAPITAL IMPROVEMENTS ("OCI")
PROJECT NO. 40-B213515 ("PROJECT").
WHEREAS, the City of Miami ("City") intends to construct a new Community Center that
will be located at 7121 Southwest 3rd Street and 25 Tamiami Boulevard Miami, Florida
("Property") for the Badia Senior Center as part of the City's Office of Capital Improvements
("OCI") Project No. 40-B213515 ("Project"); and
WHEREAS, the Miami -Dade County Water and Sewer Department ("WASD") provides
water and sewer services for the City at the Property; and
WHEREAS, a water and sanitary sewer agreement ("Agreement") must be executed
between WASD and the City in order for the City to obtain permitting approval from WASD for
the OCI Project; and
WHEREAS, this item is anticipated to have a neutral impact to the OCI Project budget
as the cost of new water and sewer connections will be offset by the removal of existing
connections, with the only new fees being the administrative fees associated with the
Agreement in the amount of Two Hundred Fifty Three Dollars ($253.00) to be paid from the OCI
Project; and
WHEREAS the City Manager requests authorization to negotiate and execute the
Agreement, in a form acceptable to the City Attorney, for water and sewer services with WASD
for the OCI Project;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as fully set forth in this Section.
Section 2. The City Manager is hereby authorized1 to negotiate and execute the
Agreement, in a form acceptable to the City Attorney, with WASD for the provision of water and
sewer services for the OCI Project.
Section 3. This Resolution shall become effective immediately upon its adoption.
