• Removal and significant mangrove impacts
• Storm surge waters return to Bay
• Regulatory agencypermitting would require
significant resources and years to approve if at

• Backwash from storm surges creates scouring along
bulkhead undermining uplands
• Restricts storm surges from flowing to bay
• FDEP has stated that vertical seawalls may not always be
the best option for shoreline stabilization.
• Change of Park Character
• Restrict access to water
• Ladders or ramps required to access bay

• Under FEMA current flood maps, there are 3
flood zones in the park.
• Zone VE requires lowest horizontal structures
to be built above the Base Flood Elevation of
10' (i.e., FFE= 10'BFE + 1' freeboard).
• Zone AE requires structures associated with
habitable floor areas must be built above the
Base Flood Elevation of 9' (i.e., FFE= 9' BFE+

• VE Zone — New pool building height will be 24'
• AE Zone — New Pool building height will be 17'
• A7' height difference between locations.

• City applied for a Letter of Map Revision
(LOMR) and provided engineering studies,
engineering improvements and analysis to
reclassify the park potentially into an AE
Zone.
• The LOMR is requesting a Zone AE at 10'
BFE.

Types of Flood Zones
• Zone VE: waves and fast-moving water
can cause extensive damage. Wave
heights of 3 feet or higher are expected
• Coastal Zone AE: waves and fast-
moving water can cause extensive
damage. Wave heights of 3 feet or less
are expected.
• VE Zone Standards - Buildings must be
elevated on pile, post, pier, or column
foundations, and must be adequately
anchored to the foundation. Structural
fill is prohibited. The bottom of the
lowest horizontal structural member be
at or above Base Flood Elevation (BFE).

LIMWA Management
• LIMWA— Limit of Moderate Wave
Action. Post -storm damage shows that
even 1.5' waves can cause significant
damage to buildings that were not built
to withstand them. To highlight this risk
on flood maps, it is shown as a black
line with arrows.
• Due to the higher risk of wave damage
to structures, FEMAencourages VE
Zone floodplain managements
standards in Coastal AE Zones.
• These require buildings in the Coastal A
Zone to meet Zone VE standards.
• Adopting higher construction and
floodplain management standards in the
Coastal AE Zone may also reduce flood
insurance premiums.

• FEMAs proposed changes, if approved, the park area
will have one designated flood zone
Coastal Zone AE requires lowest horizontal structures
to be built above the Base Flood Elevation of 8' (i.e.,

Coastal Zone AE requires structures associated with
habitable floor areas must be built above the Base

• FEMAdid not make changes to the flood zones in
Morningside Park. Former Aquatic Pool Complex is
still in VE Zone; The Community Center is in AE Zone.
