The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The conceptual design park master plan to improve Morningside Park presented by the Administration, attached and incorporated as Exhibit `A," is hereby approved subject to further review by the City Commission of the design and locations of the pool and loop road. Section 3. Any and all prior conflicting resolutions are hereby rescinded. Section 4. Post -storm damage shows that even 1.5' waves can cause significant damage to buildings that were not built to withstand them. To highlight this risk on flood maps, it is shown as a black line with arrows. • Due to the higher risk of wave damage to structures, FEMAencourages VE Zone floodplain managements standards in Coastal AE Zones. • These require buildings in the Coastal A Zone to meet Zone VE standards. • Adopting higher construction and floodplain management standards in the Coastal AE Zone may also reduce flood insurance premiums.
