Background of Item: In Fiscal Year 2022-2023, The Miami -Dade Homeless Trust ("Trust") desired to provide local funds the City of Miami ("City"), Homeless Assistance Program to continue providing the services of replacing the lost identifications of the homeless population and support with the cost of HMIS staff salaries. WHEREAS, the City of Miami ("City") has been awarded a grant in an amount not to exceed Thirty Seven Thousand One Hundred Sixty Six Dollars and Zero Cents ($37,166.00) ("Grant") from the Miami -Dade County Homeless Trust ("County") for assistance to homeless individuals with the replacement of lost identifications ("IDs") and for the provision of staffing for the Homeless Management Information System ("HMIS"), for Fiscal Year 2022-2023; and WHEREAS, the City will utilize the Grant for its Homeless Services Division to assistance to homeless individuals with the replacement of lost IDs and for the provision of staffing for the HMIS, for a twelve (12) month period with no City matching funds required; and WHEREAS, it is appropriate for the City Manager to enter into the Grant Agreement, in substantially the attached form ("Agreement"), with the County for acceptance of the Grant for said propose, to establish a new special revenue project for the appropriation of the Grant, and to negotiate and execute any and all amendments to the Agreement, and any other necessary documents, all in a form acceptable to the City Attorney, in order to implement and allocate the acceptance of said Grant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized to execute the Agreement, in substantially to attached form, between the County and the City and to accept the Grant for a twelve (12) month period, with no City matching funds required for assistance to homeless individuals with the replacement of lost identifications, for the provision of staffing for the HMIS conditioned upon the availability of the City resources required to implement the acceptance of and compliance with said Grant. Section 3. The following new Special Revenue Project is hereby established with resources for the same appropriated as described below: PROJECT TITTLE: HMIS Staffing Program-PC-2223-STAFF-1, Identification Assistance Program-PC-2223-ID-1 RESOURCES: The Miami -Dade County Homeless Trust $37,166.00 APPROPRIATIONS: Assistance to homeless individuals for the replacement of lost identifications, and for the provision of staffing the HMIS. $37,166.00 Section 4. The City Manager is further authorized' to negotiate and execute any and all amendments to the Agreement and documents necessary, all in a form acceptable to the City Attorney, in order to implement and allocate the acceptance of said Grant Award. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ndez, City Attor ey 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
