A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO RETURN TO THE CITY COMMISSION, WITHIN THIRTY (30) DAYS,
WITH A REPORT ANALYZING THE AREAS IN EACH CITY COMMISSION DISTRICT
THAT EXPERIENCE THE WORST FLOODING AND ADDRESSING HOW THE CITY
OF MIAMI ("CITY") ADMINISTRATION INTENDS TO DEPLOY EXISTING
RESOURCES TO REDUCE FLOODING IN THOSE AREAS; FURTHER DIRECTING
THE CITY MANAGER TO IDENTIFY FUNDING AT THE APRIL 27, 2023 CITY
COMMISSION MEETING TO FUND THREE (3) POSITIONS; FURTHER DIRECTING
AND AUTHORIZING THE CITY MANAGER TO USE THE EXISTING STORM DRAIN
CLEANING PROGRAM TO CLEAN THE DRAINS THAT HAVE NOT BEEN CLEANED
TO DATE; FURTHER DIRECTING THE CITY MANAGER TO BUDGET FOR CITY-
WIDE STORM DRAIN CLEANING ON A YEARLY BASIS.
WHEREAS, the City Commission finds that the extreme flooding occurring from heavy
rains and King Tide affect the properties and citizens in an unsafe and unsanitary form; and
WHEREAS, the flooding in the City of Miami ("City") has drawn the attention not just of
affected property owners, but the national and local media; and
WHEREAS, the preservation and protection of the properties in, and storm drain
facilities of the City are of the utmost importance; and
WHEREAS, a comprehensive analysis is needed for the worst flooding in each District,
as well as, the Administration's intended deployment of existing resources to reduce flooding in
those areas; and
WHEREAS, it is further necessary for the City to take immediate and effective action and
plan for three (3) additional City positions to address these issues; work with existing vendors
to extend their contracts; identify additional vendors to perform storm drain cleaning services;
change the storm drain cleaning program of City-wide systems from every three (3) years to
every year; allocate the necessary resources to effectuate the will of the City Commission; use
the existing storm drain cleaning program to clean those drains that have not been cleaned to
date; and, further directing the City manager to budget for City-wide storm drain cleaning on a
yearly basis, and address the necessary additional funding needs and sources during the next
budget year; and
WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida,
as amended ("City Code"), the City Commission, by a majority vote, hereby deems this
Resolution to be of an emergency nature;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated as fully set forth in this Section.
Section 2. Within thirty (30) days, the City Manager is hereby directed to return to the
City Commission with a report analyzing the areas in each City Commission District which
experience the worst flooding and addressing how the City Administration intends to deploy
existing resources to reduce flooding in those areas.
Section 2. Further, the City Manager is hereby directed to add three (3) positions to the
present crews in the Department of Resilience and Public Works; where possible extend
current contracts; identify additional funding sources; determine whether additional vendors
should be added to the list of current vendors used to clean out sewers; change the storm
cleaning of City systems from every three (3) years to every year; allocate the necessary
resources to effectuate the will of the City Commission; and address the necessary additional
funding needs and sources for these measures during the next budget year.
Section 3. This Resolution shall become effective immediately upon its adoption.
