procedures for the COVID-19
Mental Health and Wellness
Program by RER Consulting
BACKGROUND:
Mental health and wellness is a critical component to the efficient function of organizations. The purpose of the
COVID-19 Mental Health & Wellness Program is to understand the prevalence of mental health, document the
challenges COVID-19 has had on City of Miami resident, and identify key determinants of health including access
to health care, barriers to resources, and impact of various stressors.
RER Consulting, LLC is a professional development, evaluation, training, and management services firm focused
on social responsibility. RER Consulting, LLC works closely with local governments and key community figures
to develop strategic plans using qualitative and quantitative research methodologies that increase community
engagement. RER's community -focused solutions are created to build stronger communities through innovative
programming strategies, program evaluation, workshops, training, and community meetings.
Monthly and quarterly reporting with recommendations based on the feedback gathered from the program will
be provided to the City's leadership to assist in making budgetary decisions to aid the City of Miami's 452,952
residents in the area of mental health services. Program resources would be free and accessible to residents
including follow up by a Care Coordination Team (CCT), Speaker Series events, and education modules.
Data results will also address the mental health needs of the hardest -hit communities resulting from the continued
impacts of COVID-19 in ways that are culturally and linguistically relevant helping to build stronger communities.
It is advantageous to the City to enter into an agreement with RER Consulting, LLC so these services can be
made available to the City's first responders.
In light of the above mentioned, and pursuant to Section 18-85, as amended, it is respectfully recommended that
you, as the City Manager, waive competitive sealed bidding methods, via the written findings and reasons stated
herein. Said waiver shall been to be ratified, confirmed, and approved by the City Commission, by a four -fifths
(415ths) affirmative vote, during an advertised public hearing.
