Subject: Auth. Access to PSCO Contract to Upgrade Dispatch System - Fire -Rescue
Purpose of Item:
The nature of this item is to establish a resolution of the Miami City Commission, with
attachment(s), authorizing the accessing of the Pinellas County Sheriff's Office
("PCSO") contract no. RFP 21-02 for the procurement of a cloud based computer aided
dispatch system ("CAD"), for the Fire Rescue Department ("Fire -Rescue"), pursuant to
section 18-111 of the code of the City of Miami, Florida, as amended, with Intergraph
Corporation -CAD Systems d/b/a Hexagon Safety Infrastructure & Geospatial Division
("Hex"), which was competitively solicited for an initial term of seven (7) years, and will
expire on July 21, 2029, subject to any renewals, extensions and/or replacement
contracts by PCSO; allocating funds from the Office of Capital Improvements ("OCI")
Project No. 40-B203215, Fire Rescue and other various sources of funds from the user
departments, subject to the availability of funds and budgetary approval at the time of
need; authorizing the City Manager to execute the supplemental agreement, in a form
acceptable to the City Attorney; further authorizing the City Manager to negotiate and
execute any and all documents, including any amendments, renewals, and extensions
subject to all allocations, appropriations and budgetary approvals having been
previously made, compliance with applicable provisions of the Code of the City of
Miami, Florida, as amended, ("City Code"), including, the City of Miami's procurement
ordinance, anti -deficiency act, and financial integrity principles, all as set forth in chapter
18 of the City Code, in a form acceptable to the City Attorney, and in compliance with all
applicable laws, rules and regulations, as may be deemed necessary for said purpose.
Background of Item:
Fire has been using a "home grown" system for CAD for over twenty (20) years. The
system has surpassed its "end of life" and is no longer scalable, difficult to maintain and
does not interface with other systems very well. Therefore, this critical system needs to
have all of their information reside in the cloud to reduce the threat of hacking. Other
advantages of a cloud based CAD system include simplified collaborations with other
departments and automatic maintenance upgrades. The estimated fiscal impact is
approximately $7,187,829 in the aggregate for six (6) years.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE ACCESSING OF THE PINELLAS COUNTY SHERIFF'S OFFICE
("PCSO") REQUEST FOR PROPOSALS ("RFP") CONTRACT NO. RFP 21-02
("CONTRACT") FOR THE PROCUREMENT OF A CLOUD -BASED COMPUTER
AIDED DISPATCH ("CAD") SYSTEM, FOR THE CITY OF MIAMI ("CITY")
DEPARTMENT OF FIRE -RESCUE ("FIRE"), PURSUANT TO SECTION 18-111 OF
THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"), WITH
INTERGRAPH CORPORATION D/B/A HEXAGON SAFETY, INFRASTRUCTURE &
GEOSPATIAL DIVISION, A FOREIGN PROFIT CORPORATION AUTHORIZED TO
CONDUCT BUSINESS IN FLORIDA ("HEXAGON"), WHICH WAS COMPETITIVELY
SOLICITED FOR AN INITIAL TERM OF SEVEN (7) YEARS, AND WILL EXPIRE ON
JULY 21, 2029, SUBJECT TO ANY RENEWALS, EXTENSIONS, AND/OR
REPLACEMENT CONTRACTS BY PCSO; ALLOCATING FUNDS FROM FIRE AND
SUCH OTHER VARIOUS SOURCES OF FUNDS FROM THE USER DEPARTMENT,
SUBJECT TO THE AVAILABILITY OF FUNDS AND BUDGETARY APPROVAL AT
THE TIME OF NEED; AUTHORIZING THE CITY MANAGER TO EXECUTE THE

ALLOCATIONS, APPROPRIATIONS, AND PRIOR BUDGETARY APPROVALS,
COMPLIANCE WITH ALL APPLICABLE PROVISIONS OF THE CITY CODE,
INCLUDING THE CITY'S PROCUREMENT ORDINANCE, ANTI -DEFICIENCY ACT,
AND FINANCIAL INTEGRITY PRINCIPLES, ALL AS SET FORTH IN CHAPTER 18 OF
THE CITY CODE, IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, AND IN
COMPLIANCE WITH ALL APPLICABLE LAWS, RULES, AND REGULATIONS, AS
MAY BE DEEMED NECESSARY FOR SAID PURPOSE.
WHEREAS, the City of Miami ("City") Department of Fire -Rescue ("Fire") has a need for
the replacement of its computer aided dispatch ("CAD") system; and
WHEREAS, the Pinellas County Sheriff's Office ("PCSO") Request for Proposals
("RFP") Contract No. RFP 21-02 ("Contract") for the procurement of a cloud -based CAD system
will enable the City to contract with an experienced company for the configuration, development,
and implementation of the cloud -based CAD software for Fire; and
WHEREAS, said PSCO RFP Contract is with Intergraph Corporation d/b/a Hexagon
Safety, Infrastructure & Geospatial Division, a foreign profit corporation authorized to conduct
business in Florida ("Hexagon"), which was competitively solicited for an initial term of seven (7)
years, and will expire on July 21, 2029, subject to any renewals, extensions, and/or replacement
contracts by PCSO; and
WHEREAS, pursuant to Section 18-111 of the Code of the City of Miami, Florida, as
amended ("City Code"), the City's Chief Procurement Officer has determined that said PCSO
RFP Contract was entered into pursuant to a competitive process in compliance with the City's
laws, policies, and procedures;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The accessing of the PSCO RFP Contract for the procurement of a cloud -
based CAD system, for Fire, pursuant to Section 18-111 of the City Code, with Hexagon, which
was competitively solicited for an initial term of seven (7) years, and will expire on July 21, 2029,
subject to any renewals, extensions, and/or replacement contracts by PCSO, is hereby
authorized.'
Section 3. Funds shall be allocated from Fire and such other various sources of funds
from the user department, subject to the availability of funds and budgetary approval at the time
of need.
Section 4. The City Manager is authorized' to execute the City's Supplemental
Agreement in a form acceptable to the City Attorney, for said purpose.
Section 5. The City Manager is further authorized' to negotiate and execute any and all
documents, including any amendments, renewals, and extensions, subject to all allocations,
appropriations, and prior budgetary approvals, compliance with all applicable provisions of the
City Code, including the City's Procurement Ordinance, Anti -Deficiency Act, and Financial
Integrity Principles, all as set forth in Chapter 18 of the City Code, in forms acceptable to the
City Attorney, and in compliance with all applicable laws, rules, and regulations, as may be
deemed necessary for said purpose.
Section 6. This Resolution shall become effective immediately upon its adoption.
