Subject: Accept FDEP Funds - Critical Facilities and Assets Vulnerability Assessment
Purpose of Item:
To authorize the City Manager to accept, budget, allocate, and appropriate
reimbursement funds from Florida Department of Environmental Protection ("FDEP")
Resilient Florida Program Grant for FY 2022 — 2023 in an amount not to exceed
$197,574.81 to conduct a City -Wide Critical Facilities and Assets Vulnerability
Assessment.
This is a reimbursement grant, no matching funds are required, and a new Capital
Project 40-B233802 will be established.
This Vulnerability Assessment is required to receive Resilient Florida Implementation
Grant funding beginning in 2024.
Background of Item:
The City of Miami was awarded a $197,574.81 reimbursement grant from Florida
Department of Environmental Protection Resilient Florida Program Planning Grant
Awards for the "City of Miami Critical Facilities and Assets Vulnerability Assessment" to
assess the city's critical and regionally significant assets as defined in Section 380.093,
Florida Statute (F.S.). This project will outline critical facilities and assets to 1) determine
the impacts of current and future flood risks on these facilities, 2) understand community
needs as they relate to critical facilities and assets being able to function under various
flood conditions, and 3) develop a process for ensuring that retrofitted and new facilities
withstand future climate impacts. Beginning in 2024, a Vulnerability Assessment
meeting the requirements of section 380.093, F.S., will be required to receive Resilient
Florida Implementation Grant funding.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT, BUDGET, ALLOCATE, AND
APPROPRIATE REIMBURSEMENT FUNDS FROM FLORIDA DEPARTMENT OF
ENVIRONMENTAL PROTECTION ("FDEP") RESILIENT FLORIDA PROGRAM
GRANT FOR FISCAL YEAR 2022 — 2023 IN AN AMOUNT NOT TO EXCEED ONE
HUNDRED NINETY-SEVEN THOUSAND FIVE HUNDRED SEVENTY-FOUR
DOLLARS AND EIGHTY-ONE CENTS ($197,574.81) ("GRANT AWARD") TO BE
UTILIZED FOR CONDUCTING A CITY OF MIAMI ("CITY") WIDE CRITICAL
FACILITIES AND ASSETS VULNERABILITY ASSESSMENT WITH NO REQUIRED
CITY MATCHING FUNDS; ESTABLISHING A NEW SPECIAL REVENUE PROJECT
TITLED "CITY OF MIAMI CRITICAL FACILITIES AND ASSETS VULNERABILITY
ASSESSMENT GRANT"; AUTHORIZING THE CITY MANAGER TO EXECUTE THE
REIMBURSEMENT GRANT AGREEMENT, IN SUBSTANTIALLY THE ATTACHED
FORM, WITH FDEP INCLUDING ANY AND ALL OTHER NECESSARY DOCUMENTS,
ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR THE ACCEPTANCE,
IMPLEMENTATION OF, AND COMPLIANCE WITH THE GRANT AWARD AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami ("City") has been awarded a Resilient Florida Program
reimbursement grant from the Florida Department of Environmental Protection ("FDEP") in a
total amount not to exceed One Hundred Ninety -Seven Thousand Five Hundred Seventy -Four
Dollars and Eighty -One Cents ($197,574.81) ("Grant Award") to be utilized for conducting a city-
wide critical facilities and assets vulnerability assessment ("Purpose"), with no matching funds
required of the City, as specified in Attachment "A," attached and incorporated; and
WHEREAS, critical and regionally significant assets and facilities will be identified in
accordance with the definitions in Section 380.093, Florida Statutes (F.S.); and
WHEREAS, beginning in 2024, a vulnerability assessment meeting the requirements of
section 380.093, F.S., will be a requirement to receive Resilient Florida Implementation Grant
funding; and
WHEREAS, the goal of the vulnerability assessment project is to 1) determine the
impacts of current and future flood risks on critical City and regionally significant assets and
facilities, 2) understand the community needs as they relate to critical facilities and assets being
able to function under various flood conditions, and 3) develop a process for ensuring that
retrofitted and new facilities withstand future climate impacts; and
WHEREAS, it is appropriate for the City Commission to accept, budget, allocate, and
appropriate the reimbursement Grant Award, establish a Special Revenue Project, and
authorize the City Manager to execute a grant agreement, and to negotiate and execute any
and all other necessary documents, all in forms acceptable to the City Attorney, for the
acceptance, administration and compliance with the grant agreement;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is hereby authorized' to accept the Grant Award to be
utilized for conducting a City-wide critical facilities and assets vulnerability assessment.
Section 3. The following new Special Revenue Project is established and resources are
appropriated as described below:

Program Funding
Section 4. The City Manager is authorized' to execute the reimbursement grant
agreement with FDEP for conducting a city-wide critical facilities and assets vulnerability
assessment.
Section 5. The City Manager is further authorized' to negotiate and execute any and all
other necessary documents, all in forms acceptable to the City Attorney, for the acceptance,
administration of, and compliance with the Grant Agreement.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
