The Certification and Declaration of Results (herein referred to as "Exhibit") for agenda
item RE.1 scheduled to be heard at the March 9, 2023 City Commission Meeting is being
substituted. Agenda item RE.1 is a resolution of the Miami City Commission officially
acknowledging the City Clerk's Certification and Declaration of Results for the City of
Miami's special election held on February 27, 2023, to elect a City Commissioner to the
Office of District 2.
At the time the agenda went to print, the Office of the City Clerk had not yet received the
official election results from the Miami -Dade Elections Department necessary to
complete the Exhibit for item RE.1. With this in mind, a placeholder Exhibit was
included with the resolution that went to print with the agenda. Enclosed with this memo
is the finalized Exhibit pertaining to item RE.1.
This document will be submitted into the record as a substitution during the March 9,
2023 City Commission Meeting.

CERTIFICATION AND DECLARATION OF RESULTS
FOR THE CITY OF MIAMI SPECIAL ELECTION
HELD ON FEBRUARY 27, 2023

I, Todd B. Hannon, City Clerk of the City of Miami, Florida, do hereby certify that all
necessary legal steps were taken in connection with the conduct of the City of Miami
Special Election held on February 27, 2023, to elect a City Commissioner to the Office of
District 2, including, though not limited to, the following:
I. Tuesday, February 14, 2023:
A. Commencing at approximately 3:00 p.m., the Canvasing Board met virtually
for orientation training and to perform duties as prescribed by law.
II. Thursday, February 16, 2023:
A. Commencing at approximately 2:00 p.m., the Miami -Dade County Supervisor
of Elections (hereinafter referred to as "Supervisor of Elections") conducted a
logic and accuracy test of the touch screen and optical scan voting systems to
be used for vote -by -mail, early voting and precinct ballots for the February 27,
2023 City of Miami Special Election at the Miami -Dade Elections Department
located at 2700 NW 87th Avenue, Doral, Florida (hereinafter "Elections
Department").
B. A member from the City of Miami's Canvassing Board (hereinafter
"Canvassing Board") compared the test results with the predetermined totals
for each candidate used for the Logic and Accuracy Test and pursuant to the
requirements established in Section 101.5612, Florida Statutes, observed the
performance and results of all required tests and verified the correctness of the
programs and equipment.
C. I further certify that on Thursday, February 16, 2023, two sets of documents
containing the results of the Logic and Accuracy Tests validated that the
tabulating equipment was functioning correctly and that said documents were
signed off by the Supervisor of Elections and City Clerk. These documents
were then placed in a sealed canvass bag.
III.Friday, February 24, 2023 through Friday, March 3, 2023:
A. The Supervisor of Elections allowed the public to inspect vote -by -mail ballots
from 8:00 a.m. to 8:30 a.m., and;

B. Allowed daily opportunity for candidates, political party officials, political
committee officials, or authorized designees to inspect vote -by -mail ballot and
ballot materials from 8:30 a.m. to 9:00 a.m. (only provided if a written request
was received no later than 48 hours prior to the scheduled inspection).
IV. Friday, February 24, 2023 through Friday, March 3, 2023:
A. On Friday, February 24, 2023, commencing at approximately 11:00 a.m., a
majority of the members of the Canvasing Board met to commence various
tasks that included authorizing the opening and processing of vote -by -mail
ballots and the duplication of ballots. These tasks were continued by the
Elections Department on an as -needed basis until Friday, March 3, 2023.
V. Monday, February 27, 2023:
A. The Supervisor of Elections allowed the public to inspect vote -by -mail ballots
from 11:30 a.m. to 12:00 p.m., and:
B. Allowed daily opportunity for candidates, political party officials, political
committee officials, or authorized designees to inspect vote -by -mail ballot and
ballot materials from 12:00 p.m. to 12:30 p.m. (only provided if a written
request was received no later than 48 hours prior to the scheduled inspection).
C. At approximately 5:00 p.m. the Canvassing Board met to perform various tasks
that included canvassing of presumed invalid vote -by -mail ballots and the
duplication of ballots (as needed).
D. At approximately 7:58 p.m., the tabulation of results was completed, and the
Supervisor of Elections provided the UNOFFICIAL election results for the
February 27, 2023 Special Election. Pursuant to Sections 101.68(4) and
101.048(6), Florida Statutes, persons casting vote -by -mail and provisional
ballots have the right to present written evidence supporting his or her
eligibility to vote to the Supervisor of Elections by no later than 5:00 p.m. on
the second day following the election. The deadline to provide said evidence
was Wednesday, March 1, 2023, by 5:00 p.m.
VI. Friday, March 3, 2023:
A. The Canvassing Board met at the Elections Department at approximately
11:00 a.m. to canvass vote -by -mail ballots and provisional ballots as needed.
Pursuant to Sections 101.68(4) and 101.048(6), Florida Statutes, persons
casting vote -by -mail and provisional ballots have the right to present written
evidence supporting his or her eligibility to vote to the Supervisor of Elections
by no later than 5:00 p.m. on the second day following the election. The
deadline to provide said evidence was Wednesday, March 1, 2023, by 5:00
p.m. After the Canvassing Board reviewed presumed invalid vote -by -mail
ballots in addition to provisional ballots cast on Election Day, I received the
certified OFFICIAL election results for the Special Election from the
Supervisor of Elections. The official election results are on file with the Office
of the City Clerk.

B. Additionally, the Canvassing Board randomly selected a voting precinct
associated with the Special Election for the manual post -election audit which
resulted in Precinct 541.0 being selected.
VII. I further certify and declare that the results of the City of Miami Special Election
held on February 27, 2023, are as follows:

VIII.Pursuant to Miami City Charter Section 12(b), "...the person who receives the
greatest number of votes for the office in said special election is elected to fill the
vacancy for the remainder of the unexpired term for that office." Therefore, I further
certify and declare that Sabina Covo received the greatest number of votes cast and
is hereby declared to have been elected as Miami City Commissioner for District
2.
