SUBJECT: Approval of finding to waive
competitive sealed bidding
procedures for First Gen
Pledge Agreement with Florida
International University
Venture Miami, in partnership with the Office of the Mayor and on behalf of the City of
Miami ("City"), respectfully requests your approval and action of the Miami City
Commission by a 4/5ths affirmative vote, after an advertised public hearing ratifying,
approving, and confirming its recommendation, and finding that competitive sealed
bidding methods are not practicable or advantageous to the City, pursuant to Section 18.
85(a) of the Code of the City of Miami; waiving the requirements for said procedures; and
authorizing the City Manager to allocate and appropriate $150,000.00 ("Funds") to the
Florida International University Foundation, Inc. ("FIU Foundation") In support of its First
Generation Scholarship Program ("Program") to support City residents attending Florida
International University ("FIU").
By way of background, FIU has launched the Program to provide financial support to qualified
undergraduate students who are the first generation in their family to pursue a college degree,
The need is present with 22% of FIU undergraduates qualifying for the scholarship but only a
tenth of those qualifying students receiving the grant. Over 15,000 scholarships have been
awarded since this program's inception with 95% of the awardees being minority last year.
These Funds, an amount not to exceed $150,000.00, will be matched 2:1 by private donations
with $400,000.00 already committed towards the allocation.
As mentioned above, the Funds will be used utilized to establish the First Generation
Scholarship for City residents attending FIU that demonstrate financial need based on
the national Free ApplicatiOn foi" Federal StUdont Aid ("FAFSA") and -6re eligible for a
Federal Pell Grant ("Pell Gran') pursuant to the Department of Education's Pell Grant
eligibility and requirement standards,
Given the existence of this Campaign and FIU's position in the community as a long-
standing partner of the City in advancing the educational opportunities of our residents,
FIU is uniquely positioned to receive these Funds for the benefit of City residents.
In light of the above mentioned,' and pursuant to Section 18-85, as amended, it is
respectfully recommended that you, as the City Manager, waive competitive sealed
bidding methods, via the written findings and reasons stated herein. Said waiver shall
need to be ratified, confirmed, and approved by the City Commission, by a four -fifths
(4/5ths) affirmative vote, during an advertised public hearing.
