WHEREAS, the Florida International University Foundation, Inc. ("FIU Foundation") launched the Next Horizon Campaign ("Campaign") in support of Florida International University ("FIU") to put FIU at the forefront of discovery and innovation; health and society; environment and resilience; influence and enterprise; and community, arts and culture; and WHEREAS, the Campaign will achieve the aforementioned by focusing two pillars — student success and research and excellence; and WHEREAS, the Campaign's focuses on attracting investments that will increase scholarships and student support, optimize 21 st century teaching, and advance a vibrant and healthy Miami; and WHEREAS, the goal of the Campaign is to raise Seven Hundred and Fifty Million Dollars ($750,000,000.00); and WHEREAS, the City of Miami ("City") wishes to contribute an amount not to exceed One Hundred Fifty Thousand Dollars ($150,000.00) ("Funds"); and WHEREAS, the Funds will utilized to establish the City's First Generation Scholarship for City residents attending FIU that demonstrate financial need based on the national Free Application for Federal Student Student Aid ("FAFSA") and be eligible for a Federal Pell Grant ("Pell Grant") pursuant to the Department of Education's Pell Grant eligibility and requirement standards ("Scholarship"); and WHEREAS, the City Manager has made a written finding and recommendation, attached and incorporated as Exhibit "A," pursuant to Section 18-85(a) of the Code of the City of Miami, Florida, as amended ("City Code"), that competitive bidding is not practicable or advantageous to the City; and WHEREAS, the City wishes to contribute the Funds to the Campaign and to enter into a grant agreement with the FIU Foundation for the Scholarship; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote, after an advertised public hearing, the City Manager's finding and recommendation, attached and incorporated as Exhibit "A," that competitive negotiation methods and procedures are not practicable or advantageous to the City pursuant to Section 18-85(a) of the City Code are ratified, approved, and confirmed and the requirements for said procedures are waived. Section 3. The City Manager is authorized' to allocate and appropriate the Funds from the Venture Miami Initiative Account No. 00001.150009.882000.0000.00000 to the FIU Foundation in support of the Campaign to establish the Scholarship. Section 4. The City Manager is further authorized' to negotiate and execute a grant agreement, in a form acceptable to the City Attorney, with the FIU Foundation to establish the Scholarship. Section 5. The City Manager is further authorized' to negotiate and execute any and all other necessary documents, modifications, and amendments, all in forms acceptable to the City Attorney, for said purpose. Section 6. This Resolution shall become effective immediately upon its adoption.
