SUBJECT: Dolores, But You Can Call Me Lolita, LLC
Lease Agreement 4/5ths Bid Waiver

Dolores But You Can CaII Me Lolita, LLC. ("") has been utilizing City -owned real property located at 100 South
Miami Avenue, Miami, Florida ("Premises"), since 2007 for the purpose of operating a restaurant. The existing
agreement between the City and Dolores, But You Can Call Me Lolita is set to expire on March 2, 2023.
Accordingly, the City is desirous of entering into a new agreement to have the Provider continue providing
those public services.
Please confirm your recommendation that competitive negotiation methods and procedures are not
practicable or advantageous to the City pursuant to the Code of the City of Miami, Florida, as amended due
to the unique services and expertise provided by DBYCCML which may be provided in connection with their
use of the Property pursuant to the terms and conditions of the Agreement.
In light of the above, DREAM respectfully requests approval of a waiver of the formal requirements of
competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in
Section 18-85(a) of the City Code or Ordinances, as amended, the affirmation of these written findings, and
recommendation to the City Commission for ratification by a four -fifths affirmative vote.
