Background — Current Miami Code Section 53
Sec. 53-52. - Regulations generally.
In addition to any other laws applicable to the operation of the Marine Stadium. the following regulations are hereby established:
(1) At times other than when public events are scheduled, it shall be unlawful to trespass on the water and land area comprising the city's Marine
Stadium without written permission from the city or a properly designated representative thereof.
(2) It shall be unlawful to bring canned or bottled goods into the Marine Stadium grandstand.
(3) It shall be unlawful to build fires for any purpose at the Marine Stadium on land or in the boats.
(4) It shall be unlawful to have an animal or other pet in the grandstand.
(5) The following activities are unlawful on the land and water area comprising the Marine Stadium unless any of such activities has been specifically
authorized: boat traffic, waterskiing, picnicking and fishing.
(6) Other than the area designated for use by self-contained camper trailers, it shall be unlawful to park a motor vehicle, or to anchor, moor or dock a
boat overnight anywhere in the Marine Stadium area or to use any portion or facility of the Marine Stadium for overnight lodging.
(7)
e public shall have access to the boat hoist and boatramp facilities at the Marine Stadium during daylight hours at times when events are not
being conducted. There is hereby established a fee of $5.00 as payment for the use of the boat hoist. but there shall be no charge for the use of the
boatramp.
(8) A land area at the Marine Stadium shall be designated wherein self-contained camper trailers may be parked and utilized for overnight loading at a
fee to be established by ordinance. The city manager shall establish such regulations necessary for the control and management of this operation.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING IN PRINCIPLE, THE VIRGINIA KEY MASTER PLAN, HEREIN
REFERRED TO AS THE "VIRGINIA KEY MASTER PLAN", AS THE GUIDING TOOL,
FOR THE FUTURE DEVELOPMENT OF VIRGINIA KEY; CREATING A VIABLE
WATERFRONT WITH RECREATIONAL AND PUBLIC SPACES; AND PROTECTING
AND ENHANCING THE NATURAL RESOURCES LOCATED ON THE ISLAND.
WHEREAS, the City of Miami ("City") recognizes the key role of parks in providing educational,
cultural, recreational, and other well-being programs to our citizens and visitors and in enhancing the
quality of life of our citizens; and
WHEREAS, pursuant to Resolution No. 05.0800, adopted January 13, 2005, the City Commission
authorized the City Manager to execute a negotiated Professional Services Agreement with the firm
of Edward D. Stone, Jr. and Associates, Inc. dlb/a EDSA to provide a Master Plan for Virginia Key,
pursuant to the Request for Qualifications No. 03-04-028 (the "RFQ"); and
WHEREAS. the Miami Waterfront Advisory Board, at its meeting on October 5, 2009, adopted a
motion by a unanimous vote, to approve the Virginia Key Master Plan as presented with additions
and inclusions; and
WHEREAS, the City Commission, at its meeting on October 8, 2009, adopted a motion to defer
the presentation and approval of the final master plan to the first City Commission meeting in May
2010 and to (1) immediately allow a mountain bike facility on the North Point, (2) immediately move
forward with the remediation of the landfill and utilize the $45 million in Miami -Dade County funds for
same, and (3) to ensure the Virginia Key Beach Park Trust has the flexibility to construct, operate, or
maintain the proposed Civil Rights Museum complex and any other facilities as the Trust may deem
necessary, in order for the Museum to survive; and
WHEREAS, The Virginia Key Master Plan, as originally prepared by EDSA, revised through
additional public participation resulting in a consensus master plan, and attached hereto, is hereby
approved as a guiding tool for the future development of Virginia Key, creating a viable waterfront
with recreational and public spaces, and for the protection and enhancement of natural resources
located on the island; and
WHEREAS, the City Commission, at its meeting on February 12, 2010, adopted a motion to
postpone the presentation and approval of the final Virginia Key Master Plan to the second meeting in
July 2010; and
WHEREAS. the Miami Waterfront Advisory Board. at its meetina on July 13. 2010. adopted
Motion No. 2010-01 by a vote of five to one (5-1) recommending APPROVAL of the Virginia Key
Master Plan; and

WHEREAS, the Virginia Key Master Plan was presented to the Miami Parks Advisory Board, al
its meeting on July 15, 2010; and
WHEREAS. the Miami Planning, Zoning and Appeals Board, at its meeting on July 21, 2010
adopted Motion No. 10-001 by a vole of eight to one (8-1) recommending APPROVAL with conditions:
1) No llgntmg m the playing tieid area; and 2) PUb11C ramp to be provided with a minimum of thirty (30)
trailer parking spaces of the Virginia Key Master Plan;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby
adopted by reference thereto and incorporated herein as if fully set forth in this Section.
Section 2. The Virginia Key Master Plan, as originally prepared by EDSA, revised through
additional public participation resulting in a consensus master plan, and attached hereto, is hereby
approved as a guiding tool for the future development of Virginia Key, creating a viable waterfront
with recreational and public spaces, and for the protection and enhancement of natural resources
located on the island.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. (1)
