HomeMy WebLinkAboutR-23-0096City of Miami Resolution R-23-0096 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 13251 Final Action Date: 2/23/2023 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO ACCEPT SUPPLEMENTAL GRANT FUNDING IN THE AMOUNT OF $950,000.00 FROM THE DEPARTMENT OF HOMELAND SECURITY'S SECURING THE CITIES PROGRAM 2019 ("GRANTOR") FOR THE PURPOSE OF ENHANCING REGIONAL CAPABILITIES IN DETECTING, IDENTIFYING, AND RESPONDING TO RADIOLOGICAL AND NUCLEAR THREATS THROUGHOUT MIAMI-DADE, BROWARD, MONROE, AND PALM BEACH COUNTIES ("SUPPLEMENTAL GRANT"); APPROPRIATING ADDITIONAL FUNDS IN THE AMOUNT OF $950,000.00 FOR A TOTAL OF $2,927,434.00, CONSISTING OF THE SUPPLEMENTAL GRANT FUNDING AND THE PREVIOUSLY AWARDED GRANT FUNDING OF $1,977,434.00; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, RENEWALS, AND EXTENSIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH SAID SUPPLEMENTAL GRANT; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Miami ("City") was awarded a grant titled Securing the Cities Program 2019 in the amount of $1,977,434.00 ("Grant") from the United States Department of Homeland Security ("Grantor") and accepted the Grant pursuant to Resolution No. R-20-0183; and WHEREAS, pursuant to the Grant stipulations, the funds will be used by the Department of Fire -Rescue to enhance regional capabilities in detecting, identifying, and responding to radiological and nuclear threats throughout Miami -Dade, Broward, Monroe, and Palm Beach counties; and WHEREAS, on June 14, 2022, the City was notified that it was awarded supplemental funding in the amount of $950,000.00 for a new total grant amount of $2,927,434.00 ("Supplemental Grant"); and WHEREAS, there are no additional matching City funds required; and WHEREAS, it is appropriate for the City Commission to authorize the City Manager to accept the Supplemental Grant and to appropriate the supplemental funding, and further authorize the City Manager to negotiate and execute any and all necessary documents, including amendments, renewals, and extensions, all in forms acceptable to the City Attorney, in order to implement acceptance and compliance with said Supplemental Grant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: City of Miami Page 1 of 2 File ID: 13251 (Revision:) Printed On: 6/27/2025 File ID: 13251 Enactment Number: R-23-0096 APPROPRIATIONS: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized to accept the Supplemental Grant in the amount of $950,000.00 from Grantor. Section 3. The following resources are appropriated as described below: FUND TITLE: "Securing the Cities ("STC") Program 2019" RESOURCES: DHS Supplemental Grant $950,000.00 Previously Awarded Funding $1,977,434.00 $2,927,434.00 Section 4. The City Manager is further authorized' to negotiate and execute any and all necessary documents, including amendments, renewals, and extensions, all in forms acceptable to the City Attorney, in order to implement the acceptance of and compliance with the Supplemental Grant. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
