Increase in Allowable Award Amount - MMACS Purpose of Item: The nature of this item is to authorize a resolution of the Miami City Commission, authorizing an increase in capacity beyond the current allowable award amount of two hundred thousand dollars ($200,000.00) per project pursuant to Request for Qualifications ("RFQ") No. 501331 for the Miscellaneous Management Advisory Consulting Services ("MMACS") Pool, for program management support services from AECOM Technical, Inc. ("AECOM") for the Office of Capital Improvements ("OCI") in the amount of one hundred and sixty six thousand, seven hundred and thirty two dollars and sixty cents ($166,732.60) for Phase 2.3a data migration entry support services of the eBuilder Implementation Support Services ("Support Services") project; thereby increasing the original Phase 2 amount from one hundred and seventy nine thousand, nine hundred and three dollars and forty one cents ($179,903.41) to a not -to -exceed amount of three hundred and forty six thousand, six hundred and thirty six dollars and one cent ($346,636.01); allocating funds from the various sources of funds from OCI, subject to the availability of funds and budgetary approval at the time of need; authorizing the City Manager to negotiate and execute any and all other documents, including any amendments, renewals, and extensions, subject to allocations, appropriations and prior budgetary approvals, and in compliance with all applicable provisions of the Code of the City of Miami, Florida, as amended, ("City Code"), including, the City of Miami's Procurement Ordinance, Anti -deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, in a form acceptable to the City Attorney, and in compliance with all applicable laws, rules, and regulations, as may be deemed necessary for said purpose. Background of Item: The Office of Capital Improvements is leading the implementation of eBuilder, an end - to -end construction program management information solution and sought the services of a qualified and experienced firm for eBuilder implementation support services. Contract No. 501331 Miscellaneous Management Advisory Consulting Services ("MMACS") Pool was utilized to provide implementation services by AECOM, Inc ("AECOM"), a pre -qualified MMACS Pool participant. Pursuant to the contract, each project issued under the MMACS Pool is limited to two hundred thousand dollars ($200,000.00). Phase 2 of the implementation process initially rendered costs in the amount of one hundred and seventy nine thousand, nine hundred and three dollars and forty one cents ($179,903.41). OCI has incurred additional costs in Phase 2, sub -sectioned as Phase 2.3a Data Migration Entry, Support Services, in the amount of one hundred and sixty six thousand, seven hundred and thirty two dollars and sixty cents ($166,732.60), thereby increasing the total cost for Phase 2 to three hundred and forty six thousand, six hundred and thirty six dollars and one cent ($346,636.01). WHEREAS, the City of Miami ("City") Office of Capital Improvements ("OCI") is leading the implementation of the eBuilder, an end -to -end construction program management information solution, and sought the services of a qualified and experienced firm for eBuilder Implementation Support Services ("Services"); and WHEREAS, Request for Qualifications ("RFQ") Contract No. 501331 fora Miscellaneous Management Advisory and Consulting Services ("MMACS") Pool was utilized to provide program management support services by AECOM Technical Services, Inc., a foreign profit corporation authorized to conduct business in Florida ("AECOM"), as a prequalified MMACS Pool participant; and WHEREAS, pursuant to RFQ Contract No. 501331, each project issued pursuant to a Work Order under the MMACS Pool is limited in capacity to the not -to -exceed amount of Two Hundred Thousand Dollars ($200,000.00), with changes and/or modifications requiring approval; and WHEREAS, Phase 2 of the implementation process initially rendered costs in the amount of One Hundred Seventy Nine Thousand Nine Hundred Three Dollars and Forty One Cents ($179,903.41); and WHEREAS, OCI has additional implementation costs in Phase 2, specifically for the subsection Phase 2.3a Data Migration Entry Support Services, in the amount of One Hundred Sixty Six Thousand Seven Hundred Thirty Two Dollars and Sixty Cents ($166,732.60), thereby increasing the total cost for Phase 2 to Three Hundred Forty Six Thousand Six Hundred Thirty Six Dollars and One Cent ($346,636.01); NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. An increase in capacity beyond the current allowable per Work Order award amount of Two Hundred Thousand Dollars ($200,000.00), pursuant to RFQ Contract No. 501331 for an MMACS Pool, for program management support services from AECOM, for OCI, in the amount of One Hundred Sixty Six Thousand Seven Hundred Thirty Two Dollars and Sixty Cents ($166,732.60) for the Phase 2.3a Data Migration Entry Support Services for the eBuilder Implementation Support Services Project, thereby increasing the original Phase 2 amount from One Hundred Seventy Nine Thousand Nine Hundred Three Dollars and Forty One Cents ($179,903.41) to a not -to -exceed amount of Three Hundred Forty Six Thousand Six Hundred Thirty Six Dollars and One Cent ($346,636.01), is hereby authorized.' Section 3. Funds shall be allocated from the various sources of funds from OCI, subject to the availability of funds and budgetary approval at the time of need. Section 4. The City Manager is authorized' to negotiate and execute any and all documents, including any amendments, renewals, and extensions, subject to all allocations, appropriations, prior budgetary approvals, compliance with all applicable provisions of the Code of the City of Miami, Florida, as amended ("City Code"), including the City's Procurement Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, in forms acceptable to the City Attorney, and in compliance with all applicable laws, rules, and regulations, as may be deemed necessary for said purpose. Section 5. This Resolution shall become effective immediately upon its adoption. 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions.
