The City Commission's recommendation is based on findings by the City's Depatlments of Police, Fire -Rescue, and Solid Waste. The area closed to vehicular access will remain public and open for access by pedestrians and to emergency vehicles. The restriction on vehicular access will not impact traffic circulation because NE 34th Street ends at Biscayne Bay and abutting properties have or will have curb cuts west of the pedestrian -only area. The restricted area will be improved and maintained as a pedestrian plaza at the sole expense of abutting property owners in conformance with the requirements of the Department of Resilience and Public Works. This improvement will improve City and Miami -Dade County residents' access to Biscayne Bay. We request that you promptly approve the prohibition on vehicular access pursuant to Section 2-96.1 of the Miami -Dade County Code so that the abutting owners can complete this unique public benefit to the residents of the City and Miami -Dade County. Sincerely, Art Noriega City Manager
