Background of Item: The City of Miami's ("City") Department of Police ("MPD") faces rising overtime costs associated with every appearance by an officer in court. The Miami -Dade County Association of Chiefs of Police ("Association") and the Miami -Dade County State Attorney's Office ("SAO") have implemented the Association's Court Standby Program ("Program"), which employs administrative support personnel to notify victims, witnesses and officers when they are required to appear in court. This Program has greatly reduced the costs of overtime for court appearances for all local law enforcement agencies, including MPD. Members of the Association are now billed based on the proportional utilization of the services from the participating law enforcement agencies, as defined by the number of misdemeanor, traffic (including driving under the influence), and domestic violence court cases processed through the Richard E. Gerstein Justice Building (Miami -Dade County Courthouse) located at 1351 Northwest 12th Street, Miami, Florida. Funding from the City will assist the Association and the SAO with expenses related to the hiring of administrative support personnel necessary to implement the Program, thus reducing the overtime costs of Police. The recitals and findings contained in the preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The allocation of funds in an amount not to exceed $121,305.34 for a one- year period to the Association's Program, is authorized.' Section 3. Funds are allocated from MPD's General Operating Budget, Account No. 00001.191501.534000.0000.00000 Section 4. This Resolution shall become effective immediately upon adoption. 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but limited to, those prescribed by applicable City Charter and City Code provisions.
