Credit Union (LETFCU) Revocable License
Agreement 4/5ths Bid Waiver

Law Enforcement & Technology Federal Credit Union ("LETFCU"), formerly known as the United Police Federal
Credit Union, has provided financial services to City of Miami Police employees, their families and patrons
since 1936, including at the currently location of the Police headquarters building, located at 400 Northwest
2nd Avenue, Miami, Florida ("Property"). The existing agreement between the City and LETFCU has expired.
Accordingly, the City is desirous of entering into a new agreement to have LETFCU continue providing the
above -referenced services.
Please confirm your recommendation that competitive negotiation methods and procedures are not
practicable or advantageous to the City pursuant to the Code of the City of Miami, Florida, as amended due
to the unique services and expertise provided by LETFCU in light of their extensive history and experience with
the City's Police Department.
In light of the above, DREAM respectfully requests approval of a waiver of the formal requirements of
competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in
Section 18-85(a) of the City Code or Ordinances, as amended, the affirmation of these written findings, and
recommendation to the City Commission for ratification by a four -fifths affirmative vote.
