A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT AND APPROPRIATE
FUNDS IN AN AMOUNT NOT TO EXCEED ONE HUNDRED THIRTY-FIVE
THOUSAND DOLLARS ($135,000.00) ("GRANT") FROM MIAMI-DADE
COUNTY THROUGH THE MIAMI-DADE COUNTY HOMELESS TRUST
("COUNTY") FOR A TWELVE (12) MONTH PERIOD, WITH NO CITY OF MIAMI
("CITY") MATCHING FUNDS REQUIRED, TO SUPPORT THE OUTREACH
STAFF SALARIES AND FRINGE BENEFITS OF THE CITY'S DEPARTMENT
OF HUMAN SERVICES' ("DEPARTMENT") HOMELESS SERVICES DIVISION;
ESTABLISHING A SPECIAL REVENUE PROJECT TITLED "OUTREACH
SALARY MATCH PROGRAM PC-2223-STAFF-3" FOR THE APPROPRIATION
OF THE GRANT FUNDS; FURTHER AUTHORIZING THE CITY MANAGER TO
EXECUTE THE GRANT AGREEMENT WITH THE COUNTY, IN
SUBSTANTIALLY THE ATTACHED FORM, AND ANY AND ALL OTHER
RELATED DOCUMENTS, EXTENSIONS, MODIFICATIONS, AND RENEWALS
ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, CONDITIONED
UPON THE AVAILABILITY OF CITY RESOURCES THAT MAY BE REQUIRED
TO IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH THE
GRANT; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE UP TO TWO CONSECUTIVE ONE-YEAR RENEWALS TO THE
AGREEMENT AND ANY OTHER DOCUMENTS NECESSARY, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, IN FURTHERANCE OF THE
GRANT.
WHEREAS, the City of Miami ("City") has been awarded a grant in an amount not to
exceed of One Hundred Thirty -Five Thousand Dollars ($135,000.00) from Miami -Dade County
through the Miami -Dade County Homeless Trust ("County") to support the staff salaries and
fringe benefits of the Outreach Staff of the Homeless Services Division of the City's Department
of Human Services ("Department) for Fiscal Year 2022-2023; and
WHEREAS, the Grant is for a twelve (12) month period with no City matching funds
required; and
WHEREAS, it is appropriate for the City Manager to enter into the Agreement, in
substantially the attached form, with the County for acceptance of the Grant for said propose
and to establish a new special revenue project for the appropriation of the Grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to execute the Agreement, in substantially to
attached form, including any and all other related documents, extensions, modifications, and
renewals, all in forms acceptable to the City Attorney between the County and the City for
acceptance and appropriation of the Grant, with no City matching funds required, to support the
outreach staff salaries and fringe benefits of the City's Department of Human Services -
Homeless Division conditioned upon the availability of the City resources that may be required
to implement the acceptance of and compliance with said Grant.
Section 3. The following new Special Revenue Project is hereby established with
resources for the same appropriated as described below:
PROJECT TITTLE: Outreach Salary Match Program.
PC-2223-STAFF-3.
RESOURCES:
The Miami -Dade County Homeless Trust $135,000.00
APPROPRIATIONS: To support the outreach staff salaries
and fringe benefits of the Homeless Services
Division of the Department of Human Services.
$135,000.00
Section 4. The City Manager is further authorized' to negotiate and execute up to two
consecutive one-year renewals to the Agreement and any other documents necessary, in forms
acceptable to the City Attorney, in furtherance of the Grant.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
