Enclosed you will find an advertisement for notice of a public hearing to be held by the City
Commission on March 10, 2022 for the purpose of allocating American Rescue Plan Act of 2021
("ARPA") funds, on a reimbursement basis, in a total amount not to exceed one million dollars
($1,000,000.00), to the Circle of Brotherhood, in order to implement its Covid-19/Pandemic
Community Wellness and Recovery Initiative, subject to all Federal, State, and Local laws that
regulate the use of such funds for said purpose.
Please place the advertisement in accordance with the public hearing requirements of the City
Commission.

NOTICE OF PUBLIC HEARING
A public hearing will be held by the City Commission of the City of Miami, Florida on
Thursday, March 10, 2022 at 9:00 AM at City Hall, located at 3500 Pan American Drive,
Miami, Florida, 33133 for the purpose of granting the following:
A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), BY A
FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC
HEARING, RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S
FINDING AND RECOMMENDATION, ATTACHED AND INCORPORATED AS EXHIBIT
"B," THAT COMPETITIVE NEGOTIATION METHODS AND PROCEDURES ARE NOT
PRACTICABLE OR ADVANTAGEOUS TO THE CITY OF MIAMI ("CITY") PURSUANT
TO SECTION 18-85(A) OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS
AMENDED ("CITY CODE"); WAIVING THE REQUIREMENTS FOR SAID
PROCEDURES; ALLOCATING AND APPROPRIATING AMERICAN RESCUE PLAN
ACT OF 2021 ("ARPA") CORONAVIRUS STATE AND LOCAL FISCAL RECOVERY
FUNDS, ON A REIMBURSEMENT BASIS, IN A TOTAL AMOUNT NOT TO EXCEED
ONE MILLION DOLLARS ($1,000,000.00) ("GRANT") TO CIRCLE OF
BROTHERHOOD, INC., A FLORIDA NOT FOR PROFIT CORPORATION ("CIRCLE OF
BROTHERHOOD"), IN ORDER TO IMPLEMENT ITS COVID-19/PANDEMIC
COMMUNITY WELLNESS AND RECOVERY INITIATIVE, SUBJECT TO ALL
FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH
FUNDS FOR SAID PURPOSE; AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE A GRANT AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, WITH CIRCLE OF BROTHERHOOD AND ANY AND ALL OTHER
NECESSARY DOCUMENTS, MODIFICATIONS, AND AMENDMENTS, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
The Miami City Commission requests all interested parties be present or represented
at the meeting and may be heard with respect to any proposition before the City
Commission in which the City Commission may take action. Should any person desire
to appeal any decision of the City Commission with respect to any matter to be
considered at this meeting, that person shall ensure that a verbatim record of the
proceedings is made including all testimony and evidence upon which any appeal may
be based (F.S. 286.0105).
