HomeMy WebLinkAboutExhibit AEXHIBIT A CERTIFICATION AND DECLARATION OF RESULTS FOR THE CITY OF MIAMI SPECIAL ELECTION HELD ON NOVEMBER 8, 2022 STATE OF FLORIDA ) MIAMI-DADE COUNTY ) CITY OF MIAMI ) I, Todd B. Hannon, City Clerk of the City of Miami, Florida, do hereby certify that all necessary legal steps were taken in connection with the conduct of the City of Miami Special Election held on November 8, 2022, including, though not limited to, the following: I. Tuesday, October 18, 2022: A. Commencing at approximately 10:00 a.m., the Canvasing Board met to vote on preliminary Canvassing Board duties and procedures for the November 8, 2022 General Election and City of Miami Special Election. II. Wednesday, October 19, 2022: A. Commencing at approximately 10:00 a.m., the Miami -Dade County Supervisor of Elections (hereinafter referred to as "Supervisor of Elections") conducted a logic and accuracy test of the touch screen and optical scan voting systems to be used for vote -by -mail, early voting, precinct ballots and the independent audit system for the November 8, 2022 General Election and City of Miami Special Election. III. Thursday, October 20, 2022 through Friday, November 18, 2022 (Except November 6, 7 and 8): A. The Supervisor of Elections allowed the public to inspect vote -by -mail ballots from 8:00 a.m. to 8:30 a.m., and; B. Allowed daily opportunity for candidates, political party officials, political committee officials, or authorized designees to inspect vote -by -mail ballot and ballot materials from 8:30 a.m. to 9:00 a.m. (only provided if a written request was received no later than 48 hours prior to the scheduled inspection). IV. Thursday, October 20, 2022 through Friday, November 11, 2022 (Except for November 6, 7 and 8): A. Commencing at approximately 9:30 a.m., the Canvasing Board met to commence various tasks that included the opening and processing of vote -by - mail ballots and the duplication of ballots (as needed). These tasks were Page 1 of 5 Certification and Declaration of Results — November 8, 2022 Special Election continued on an as -needed basis until Friday, November 11, 2022, except for November 6, 7 and 8, 2022. V. Thursday, October 20, 2022, and other specified dates below: A. Commencing at approximately 10:00 a.m. on the following dates: • Thursday, October 20, 2022 • Friday, October 21, 2022 • Monday, October 24, 2022 • Wednesday, October 26, 2022 • Friday, October 28, 2022 • Wednesday, November 2, 2022 • Friday, November 4, 2022 • Monday, November 7, 2022 The Canvassing Board met to canvass presumed invalid vote -by -mail ballots (as needed). Pursuant to Section 101.68(4), Florida Statutes, voters whose vote - by -mail ballots were presumed to be invalid by the Canvassing Board have the right to present written evidence supporting their eligibility to vote to the Supervisor of Elections no later than 5:00 p.m. on the second day following the election. The deadline to provide said evidence was Thursday, November 10, 2022, by 5:00 p.m. VI. Sunday, November 6, 2022: A. On Sunday, November 6, 2022, the Supervisor of Elections allowed the public to inspect vote -by -mail ballots from 10:00 a.m. to 10:30 a.m., and allowed daily opportunity for candidates, political party officials, political committee officials, or authorized designees to inspect vote -by -mail ballots and ballot materials from 10:30 a.m. to 11:00 a.m. (only provided if a written request was received no later than 48 hours prior to the scheduled inspection). B. On Sunday, November 6, 2022, the Canvassing Board met at approximately 11:00 a.m. to perform various tasks that included the opening and processing of vote -by -mail ballots and the duplication of ballots (as needed). VII. Monday, November 7, 2022: A. On Monday, November 7, 2022, the Supervisor of Elections allowed the public to inspect vote -by -mail ballots from 11:30 a.m. to 12:00 p.m., and allowed daily opportunity for candidates, political party officials, political committee officials, or authorized designees to inspect vote -by -mail ballots and ballot materials from 12:00 p.m. to 12:30 p.m. (only provided if a written request was received no later than 48 hours prior to the scheduled inspection). B. On Monday, November 7, 2022, the Canvassing Board met at approximately 12:30 p.m. to perform various tasks that included the opening and processing of vote -by -mail ballots and the duplication of ballots (as needed). Page 2 of 5 Certification and Declaration of Results — November 8, 2022 Special Election VIII. Tuesday, November 8, 2022: A. The Supervisor of Elections allowed the public to inspect vote -by -mail ballots for 30 minutes: • between 10:00 a.m. to 12:00 p.m. depending on volume, and; • between 7:30 p.m. to 8:30 p.m. depending on volume. B. Furthermore, the Supervisor of Elections allowed daily opportunity for candidates, political party officials, political committee officials, or authorized designees to inspect vote -by -mail ballots and ballot materials for 30 minutes: • between 11:00 a.m. to 12:30 p.m. depending on volume, and; • between 8:00 p.m. to 9:00 p.m. depending on volume. (Only provided if a written request was received no later than 48 hours prior to the scheduled inspection.) C. Additionally, at approximately 12:30 p.m. the Canvassing Board met to perform tasks that included the opening and processing of vote -by -mail ballots and the duplication of ballots (as needed). D. At approximately 3:00 p.m. the Canvassing Board canvassed presumed invalid vote -by -mail ballots (as needed). E. At approximately 7:00 p.m., the tabulation of results was completed, and the Supervisor of Elections filed preliminary Election results with the Department of State. IX. Saturday, November 12, 2022: A. On Saturday, November 12, 2022, the Canvassing Board met at approximately 5:00 p.m. to canvass vote -by -mail and provisional ballots (as needed). The tabulation of results was completed, and the Canvassing Board certified the UNOFFICIAL results, including vote -by -mail and provisional ballots. X. Tuesday, November 15, 2022: A. On Tuesday, November 15, 2022, at approximately 11:30 a.m., the Canvassing Board met for the recount process (upon being ordered by the Secretary of State). XI. Thursday, November 17, 2022: A. The Supervisor of Elections provided the UNOFFICIAL results for the City of Miami Special Election via email. XII. Friday, November 18, 2022: A. The Canvassing Board met at approximately 2:00 p.m. to canvass the overseas vote -by -mail ballots and certify the OFFICIAL results. Furthermore, the Canvassing Board randomly selected a race/question and voting precincts associated with the General and Special Elections for the post- election manual audit or automated independent audit. XIII. Monday, November 21, 2022: A. On Monday, November 21, 2022, at approximately 10:00 a.m. the Canvassing Board met to complete the post -election audit (as needed). XIV. Tuesday, November 22, 2022: A. On Tuesday, November 22, 2022, the Supervisor of Elections provided via email two reports containing OFFICIAL election results specifically for the City of Miami Special Election held on November 8, 2022. The reports included results from individual precincts within the City of Miami and the cumulative total of the election results for the City of Miami Special Election. XV.
