HomeMy WebLinkAboutR-23-0016City of Miami Resolution R-23-0016 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 12869 Final Action Date: 1/12/2023 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), APPROVING A SUBSTANTIAL AMENDMENT TO THE CITY OF MIAMI'S ANNUAL ACTION PLAN FOR FISCAL YEAR 2021-2022, AS INDICATED IN EXHIBIT "A", ATTACHED AND INCORPORATED, BY SUBMITTING THE HOME INVESTMENT PARTNERSHIPS-AMERICAN RESCUE PLAN ACT OF 2021 PROGRAM ALLOCATION PLAN TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR APPROVAL; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. WHEREAS, on March 11, 2021, President Joseph R. Biden signed the American Rescue Plan Act of 2021 into law, which provides over $1.9 trillion in relief to address the continued impact of the Novel Coronavirus pandemic; and WHEREAS, pursuant to Resolution No. 21-0261, adopted on June 24, 2021, the Miami City Commission accepted a special allocation of Home Investment Partnerships -American Rescue Plan Act of 2021 ("HOME -ARP") funds in the total amount of $12,720,427.00 to provide homeless assistance and supportive services for eligible households experiencing the greatest risk of housing instability; and WHEREAS, pursuant to Resolution No. 21-0310, adopted on July 22, 2021, the Miami City Commission approved the City of Miami's ("City") Annual Action Plan for Fiscal Year 2021- 2022 ("Annual Action Plan"); and WHEREAS, the City's Department of Housing and Community Development must make a substantial amendment to its Annual Action Plan by submitting the HOME -ARP program allocation plan and provide residents with reasonable notice and an opportunity to comment on the proposed HOME -ARP program allocation plan for no less than 15 calendar days; and WHEREAS, the City's Administration recommends the approval of the substantial amendment to the City's Annual Action Plan, as indicated in Exhibit "A", attached and incorporated, by submitting the HOME -ARP program allocation plan to the United States Department of Housing and Urban Development ("HUD"); NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. The City's substantial amendment to the Annual Action Plan, as indicated in Exhibit "A", attached and incorporated, by submitting the HOME -ARP program allocation plan to HUD, is approved. Section 3. The City Manager is authorized to negotiate and execute any and all necessary documents, including amendments, extensions, and modifications, all in forms acceptable to the City Attorney, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption.
