Purpose of Item:
A resolution of the Miami City Commission to authorize the City Manager to accept,
allocate and appropriate a Historical Resources Grant in the amount of $359,250 for the
Barnyard Community Center
Background of Item:
The Barnyard is a neighborhood community center located at 3870 Washington Avenue
in west Coconut Gove that provides supervised free after school and summer camp
programs for children between the ages of 5 and 12 with financial and domestic
hardships. Programs provided focus on arts, culture, science, literacy, math, physical
fitness, and parental engagement. The City of Miami's Office of Capital Improvements
will use Historic Resource Grant funds to repair the community center's roof by pressure
washing the existing metal roof, sealing all laps and screws, and installing new fascia,
gutters and soffit

A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING, ALLOCATING,
BUDGETING, AND APPROPRIATING GRANT FUNDS FROM THE FLORIDA
DEPARTMENT OF STATE DIVISION OF HISTORICAL RESOURCES AFRICAN-
AMERICAN CULTURAL AND HISTORICAL GRANT IN AN AMOUNT NOT TO
EXCEED THREE HUNDRED FIFTY-NINE THOUSAND TWO HUNDRED SIXTY
DOLLARS ($359,260.00) WITH NO LOCAL MATCH, FOR REPAIRS TO THE ROOF
OF THE BARNYARD COMMUNITY CENTER LOCATED AT 3870 WASHINGTON
AVENUE, MIAMI; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE A GRANT AWARD AGREEMENT AND ANY RENEWALS, EXTENSIONS,
MODIFICATIONS, AND AMENDMENTS THERETO, ALL IN FORMS ACCEPTABLE
TO THE CITY ATTORNEY.
WHEREAS, in June 2022, the City of Miami ("City") was awarded an African -American
Cultural and Historical Grant by the Florida Department of State Division of Historical Resources
("State") in the amount of Three Hundred Fifty -Nine Thousand Two Hundred Sixty Dollars
($359,260.00) ("Grant Funds") for repairs to the roof of the Barnyard Community Center
("Project"); and
WHEREAS, the Barnyard Community Center is located at 3870 Washington Avenue,
Miami, in the City's historically African American of Bahamian descent community of West
Coconut Grove; and
WHEREAS, the Barnyard Community Center was established thirty-nine (39) years ago
by residents to address the lack of community resources for children ages five (5) through
twelve (12) of families experiencing severe financial and domestic hardship; and
WHEREAS, the Barnyard Community Center provides invaluable tutoring, cultural
activities, and enrichment highlighting the contributions and history of African Americans, as well
as parenting programs and safe and educational afterschool care and summer school programs
for children of parents unable to afford fee -based alternatives; and
WHEREAS, the Barnyard Community Center's corrugated tin roof is in need of repair,
without which the building will deteriorate and become unsafe; and
WHEREAS, the Grant Funds will be utilized to pressure wash the existing metal roof,
seal all laps and screws, apply a liquid membrane system to the roof surface, and install new
fascia, gutters, and soffit around the roof perimeter; and
WHEREAS, it is in the best interest of the City to accept, allocate, budget, and
appropriate the Grant Funds, and to authorize it to be included in the City's Capital Plan; and
WHEREAS, it is also in the best interest of the City to authorize the City Manager to
negotiate and execute a Grant Award Agreement ("Agreement") and any renewals, extensions,
modifications, and amendments thereto, all in forms acceptable to the City Attorney, so the City
and the State can memorialize their respective roles in the funding of the Project;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. Grant Funds in an amount not to exceed Three Hundred Fifty -Nine Thousand
Two Hundred Sixty dollars ($359,260.00) from the State's African -American Cultural Affairs
Grant are hereby accepted, allocated, budgeted, and appropriated for the Project and
authorized to be included in the City's Capital Plan.
Section 3. The City Manager is authorized' to negotiate and execute an Agreement and
any renewals, extensions, modifications, and amendments thereto, all in forms acceptable to
the City Attorney, for said purpose for the Project.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
