Background of Item: The Department of Homeland Security has annually awarded a grant to the South Florida Urban Search and Rescue ("USAR") Task Force 2 for the continued operation of the City's USAR Program. Said grant award for Fiscal Year 2021 is in an amount not to exceed $1,332,878.00 commencing September 1, 2021 thru August 31, 2024. At this time, FEMA is appropriating supplemental funding in the amount of $181,350.00, thereby increasing the existing special revenue project for said fiscal year. WHEREAS, the City of Miami ("City") was awarded a grant titled National Urban Search & Rescue Response System Readiness Cooperative Agreement, Agreement Number EMW- 2021-CA-0034-S01 in the amount of $1,332,878.00 ("Grant") from the Department of Homeland Security ("DHS"), Federal Emergency Management Agency ("FEMA"); and WHEREAS, the City accepted the Grant pursuant to Resolution No. R-21-0450, passed at the October 28, 2021, City Commission Meeting; and WHEREAS, on September 30, 2022, the City was notified that it was awarded supplemental funding in the amount of $181,350.00 for a new total grant amount of $1,514,228.00 ("Supplemental Grant"); and WHEREAS, there are no additional matching City funds required; and WHEREAS, pursuant to the Grant, the funds will be used by the Department of Fire - Rescue ("Fire -Rescue") for the continuation of equipment recapitalization; and WHEREAS, it is appropriate for the City Commission to authorize the City Manager to accept the Supplemental Grant and to appropriate the supplemental funding, and further authorize the City Manager to negotiate and execute any and all necessary documents, including amendments, renewals, and extensions, all in forms acceptable to the City Attorney, in order to implement acceptance and compliance with said Supplemental Grant. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: APPROPRIATIONS: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to accept the Supplemental Grant in the amount of $181,350.00 from FEMA. Section 3. The following resources are appropriated as described below: FUND TITLE: Fiscal Year 2021 — Department of Homeland Security — FEMA — USAR — Cooperative Agreement RESOURCES: FEMA Award (Accepted in R-21-0450) $1,332,878.00 FEMA Supplemental Award $ 181,350.00 $1,514,228.00 Section 4. The City Manager is further authorized' to negotiate and execute any and all necessary documents, including amendments, renewals, and extensions, all in forms acceptable to the City Attorney, in order to implement the acceptance of and compliance with the Supplemental Grant. Section 5. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
