HomeMy WebLinkAboutR-23-0002City of Miami Resolution R-23-0002 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 12881 Final Action Date: 1/12/2023 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO ACCEPT GRANT FUNDING IN THE AMOUNT OF $180,505.00 FROM THE UNITED STATES DEPARTMENT OF HOMELAND SECURITY, FEDERAL EMERGENCY MANAGEMENT AGENCY, PASSED THROUGH THE STATE OF FLORIDA, DIVISION OF EMERGENCY MANAGEMENT FOR THE PURPOSE OF SUSTAINING FLORIDA URBAN SEARCH AND RESCUE TASK FORCE 2 TEAM CAPABILITIES THROUGH TRAINING AND EQUIPMENT RELATED EXPENDITURES ("GRANT"); ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "STATE HOMELAND SECURITY GRANT PROGRAM SUB -RECIPIENT AGREEMENT FOR EXPENDITURE OF LOCAL GOVERNMENT UNIT FUNDING FOR FLORIDA URBAN SEARCH AND RESCUE TASK FORCES - FY 2022"; APPROPRIATING FUNDS IN THE AMOUNT OF $180,505.00, CONSISTING OF THE GRANT FUNDING; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, RENEWALS, AND EXTENSIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR THE ACCEPTANCE AND COMPLIANCE WITH SAID GRANT; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Miami ("City") has been awarded a grant in the amount of $180,505.00 ("Grant") for the period which begins the date the Grant agreement is fully executed through March 31, 2024, from the United States Department of Homeland Security, Federal Emergency Management Agency ("FEMA") and passed through the State of Florida, Division of Emergency Management ("FDEM"); and WHEREAS, as stipulated in the Grant, said funds shall be utilized by Florida Urban Search and Rescue Task Force 2 for the purpose of sustaining team capabilities through training and equipment related expenditures; and WHEREAS, there are no matching City funds required; and WHEREAS, it is appropriate for the City Commission to authorize the City Manager to accept the Grant, establish a Special Revenue Project, and further authorize the City Manager to negotiate and execute any and all necessary documents, including amendments, renewals, and extensions, all in forms acceptable to the City Attorney, for the acceptance and compliance with said Grant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. The City Manager is authorized' to accept the Grant in the amount of $180,505.00 from FDEM as the pass -through entity for FEMA. Section 3. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: State Homeland Security Grant Program Sub -Recipient Agreement for Expenditure of Local Government Unit Funding for Florida Urban Search and Rescue Task Forces — FY 2022 RESOURCES: FEMA, FDEM Grant Funding $180,505.00 APPROPRIATIONS: $180,505.00 Section 4. This appropriation is contingent upon final Grant approval by FDEM, and the City Manager's acceptance thereof. Section 5. The City Manager is further authorized' to negotiate and execute any and all necessary documents, including amendments, renewals, and extensions, all in forms acceptable to the City Attorney, for the acceptance and compliance with the Grant. Section 6. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ndez, ity Attor ey 12/27/2022 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
