Purpose of Item:
Adopt a Resolution to establish a Special Revenue Project titled "State Homeland
Security Grant Program Sub -Recipient Agreement for Expenditure of Local Government
Unit Funding for Florida Urban Search and Rescue Task Forces — FY 2022", and
appropriating funds in the amount of $180,505.00 to be utilized by Florida Urban Search
and Rescue Task Force 2 for the purpose of sustaining team capabilities through
training and equipment related expenditures, consisting of a grant received from FEMA
and passed through the State of Florida, Division of Emergency Management.
Background of Item:
FEMA, through the State of Florida, Division of Emergency Management, has annually
awarded a grant to Florida Urban Search and Rescue ("USAR") Task Force 2 for the
continued operation of the City's USAR Program. Said grant award for Fiscal Year 2022
is in the amount of $180,505.00, commencing upon execution of the grant agreement
through March 31 st, 2024, for the purpose of sustaining team capabilities through
training and equipment related expenditures.

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO ACCEPT GRANT FUNDING IN THE AMOUNT OF $180,505.00 FROM
THE UNITED STATES DEPARTMENT OF HOMELAND SECURITY, FEDERAL
EMERGENCY MANAGEMENT AGENCY, PASSED THROUGH THE STATE OF
FLORIDA, DIVISION OF EMERGENCY MANAGEMENT FOR THE PURPOSE OF
SUSTAINING FLORIDA URBAN SEARCH AND RESCUE TASK FORCE 2 TEAM
CAPABILITIES THROUGH TRAINING AND EQUIPMENT RELATED EXPENDITURES
("GRANT"); ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "STATE
HOMELAND SECURITY GRANT PROGRAM SUB -RECIPIENT AGREEMENT FOR
EXPENDITURE OF LOCAL GOVERNMENT UNIT FUNDING FOR FLORIDA URBAN
SEARCH AND RESCUE TASK FORCES - FY 2022"; APPROPRIATING FUNDS IN
THE AMOUNT OF $180,505.00, CONSISTING OF THE GRANT FUNDING; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, RENEWALS, AND
EXTENSIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR THE
ACCEPTANCE AND COMPLIANCE WITH SAID GRANT; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Miami ("City") has been awarded a grant in the amount of
$180,505.00 ("Grant") for the period which begins the date the Grant agreement is fully
executed through March 31, 2024, from the United States Department of Homeland Security,
Federal Emergency Management Agency ("FEMA") and passed through the State of Florida,
Division of Emergency Management ("FDEM"); and
WHEREAS, as stipulated in the Grant, said funds shall be utilized by Florida Urban
Search and Rescue Task Force 2 for the purpose of sustaining team capabilities through
training and equipment related expenditures; and
WHEREAS, there are no matching City funds required; and
WHEREAS, it is appropriate for the City Commission to authorize the City Manager to
accept the Grant, establish a Special Revenue Project, and further authorize the City Manager
to negotiate and execute any and all necessary documents, including amendments, renewals,
and extensions, all in forms acceptable to the City Attorney, for the acceptance and compliance
with said Grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized to accept the Grant in the amount of
$180,505.00 from FDEM as the pass -through entity for FEMA.
Section 3. The following new Special Revenue Project is established and resources are
appropriated as described below:

APPROPRIATIONS:
$180,505.00
Section 4. This appropriation is contingent upon final Grant approval by FDEM, and the
City Manager's acceptance thereof.
Section 5. The City Manager is further authorized' to negotiate and execute any and all
necessary documents, including amendments, renewals, and extensions, all in forms
acceptable to the City Attorney, for the acceptance and compliance with the Grant.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
