Initially, Fire -Rescue developed the Comprehensive Cancer Prevention Program ("CCPP"), to prevent cancer amongst the employees of Fire -Rescue Department with year-round availability with main focus on disease prevention and early screening, including cancer. The City of Miami is not considered a health care provider, therefore, the City cannot roster into an affiliate agreement with the Jackson Health System ("JHS") to purchase the medical equipment. Additionally, Fire - Rescue needs to consider the phasing out of previous provider and the blending in of the JHS's personnel, including training. It is of utmost importance that the equipment purchased be compatible and able to interface with the JHS's software and patient health records.
