AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT
("CDBG") IN THE ECONOMIC DEVELOPMENT CATEGORY FUNDS FROM FISCAL
YEAR ("FY") 2022-2023 IN THE AMOUNT $454,107.00 TO DEPARTMENT OF REAL
ESTATE AND ASSET MANAGEMENT ("DREAM"), FOR THE PURCHASE AND
INSTALLATION OF THE NEW AIR CONDITIONER UNITS TO BARNYARD
COMMUNITY CENTER, AS MORE PARTICULARLY DESCRIBED IN EXHIBIT "A,"
ATTACHED AND INCORPORATED; FURTHER AUTHORIZING THE CITY MANAGER
TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS,
INCLUDING AMENDMENTS AND MODIFICATIONS, ALL IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, FOR SAID PURPOSE.
Background of Item:
On October 13, 2022, pursuant to Resolution No. R-22-0389 the City Commission
approved the allocation of Community Development Block Grant ("CDGB") in the
economic development category funds for Fiscal Year ("FY") 2022-2023 in the total
amount of $2,943,016.10, which included an amount of $2,346,761.10 to the
Department of Housing and Community Development to be allocated at a later date.
Coconut Grove Cares, Inc. is a Florida not for profit organization, located at 3870
Washington Avenue, Miami, Florida; dedicated to providing free after school care,
summer camp and social services to the community of Coconut Grove under The
Barnyard program in the community center.
The physical location utilized to provide services to the community needs new air
conditioner units.
The City's Administration recommends the transfer of CDBG in the economic
development funds in the amount of $454,107.00 to the Department of Real Estate and
Asset Management ("DREAM") for the purchase and installation of the new air
conditioner units to Barnyard Community Center.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT
("CDBG") FUNDS, IN THE ECONOMIC DEVELOPMENT CATEGORY, FROM FISCAL
YEAR 2022-2023 IN THE AMOUNT $454,107.00 TO DEPARTMENT OF REAL
ESTATE AND ASSET MANAGEMENT FOR THE PURCHASE AND INSTALLATION
OF NEW AIR CONDITIONER UNITS FOR THE BARNYARD COMMUNITY CENTER,
AS MORE PARTICULARLY DESCRIBED IN EXHIBIT "A," ATTACHED AND
INCORPORATED, AND FOR OTHER ELIGIBLE CDBG ACTIVITIES; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
NECESSARY DOCUMENTS, INCLUDING AMENDMENTS AND MODIFICATIONS,
ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, on October 13, 2022, pursuant to Resolution No. R-22-0389, the City
Commission approved the allocation of Community Development Block Grant ("CDGB") funds,
in the economic development category, for Fiscal Year 2022-2023 in the total amount of
$2,943,016.10, which included an amount of $2,346,761.10 to the Department of Housing and

WHEREAS, the Barnyard Community Center, a City of Miami -owned facility in District 2,
provides services to the community, such as the Barnyard Program, and it requires new air
conditioner units; and
WHEREAS, the City of Miami's Administration recommends the transfer of CDBG
economic development funds in the amount of $454,107.00 to the Department of Real Estate
and Asset Management ("DREAM") for the purchase and installation of new air conditioner units
for the Barnyard Community Center, and for other eligible CDBG activities;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The transfer of CDBG economic development funds, in the amount of
$454,107.00, to DREAM for the purchase and installation of new air conditioner units, as
described in Exhibit "A," attached and incorporated, and for other eligible CDBG activities, is
authorized.'
Section 3. The City Manager is further authorized' to negotiate and execute any and all
necessary documents, including amendments and modifications, all in forms acceptable to the
City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
