WHEREAS, services solely serving needs of neighborhood children are desirable resources, which will help alleviate an unaddressed need in the community; and WHEREAS, the current parking requirements for the uses in connection children's services do not correlate with the actual utilization of parking that will result from such that abut an approved Rescue Mission; and WHEREAS, the Planning, Zoning and Appeals Board ("PZAB"), at its meeting on November 16, 2022, following an advertised public hearing, adopted resolution no. PZAB-R-22- 063 by a vote of ten to one (10-1), item no. PZAB.9, recommending approval of the zoning text change; and WHEREAS, the City Commission has considered whether the proposed text amendment stated herein will further the goals, objectives, and policies of the Miami Comprehensive Neighborhood Plan ("MCNP"), Ordinance No. 13114, the Zoning Ordinance of the City of Miami, Florida, as amended ("Miami 21 Code"), and other City of Miami ("City") regulations; and WHEREAS, the City Commission has considered the need and justification for the proposed amended stated herein, including changed or changing conditions that make the passage of this ordinance necessary; and WHEREAS, the City Commission finds that it is in the best interest of the City and its residents to amend the Miami 21 Code for the purpose stated herein; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1.
