The Housing and Commercial Loan Committee was created via Ordinance 13030 to
approve or disapprove housing and commercial loans and grants to be provided by the City of
Miami through any funds administered by the Department of Community Development;
establish housing related and commercial loan policies; approve the local affordable housing
incentive strategy recommendations; triennially, review established policies, procedures,
ordinances, land development regulations, and the adopted comprehensive plan and
recommend, if necessary, specific actions or initiatives to encourage or facilitate affordable
housing; and triennially, submit a report to the City Commission which includes
recommendations and evaluates the implementation of affordable housing incentives. See
attached nominations and applications.
Six (6) appointments are needed at this time:
• Commission -At -Large has five (5) nominations for seats currently held by:
1. James Angleton, Jr., incumbent, whose term expired on March 12, 2019, has been a
member since March 12, 2009, and will require a term waiver by a unanimous (5/5)
vote of the Commission.
(Note: The Department of Housing and Community Development has provided the
City Clerk's Office with a memorandum recommending James Angleton as a nominee
for the Housing and Commercial Loan Committee)
2. Allan Hall, incumbent, whose term expired on March 12, 2019, has been a member
since March 12, 2009, and will require a term waiver by a unanimous (5/5) vote of the
Commission.
(Note: The Department of Housing and Community Development has provided the
City Clerk's Office with a memorandum recommending Allan Hall as a nominee for
the Housing and Commercial Committee)
3. Kevin Deeb, incumbent, whose term expired on March 12, 2019, has been a member
since June 24, 2010, and will require a term waiver by a unanimous (5/5) vote of the
Commission.
(Note: The Department of Housing and Community Development has provided the
City Clerk's Office with a memorandum recommending Kevin Deeb as a nominee for
the Housing and Commercial Committee)
4. Gregory Gay, incumbent, whose term expired on March 12, 2019, has been a member
since March 12, 2009, and will require a term waiver by a unanimous (5/5) vote of the
Commission.
(Note: The Department of Housing and Community Development has provided the
City Clerk's Office with a memorandum recommending Gregory Gay as a nominee
for the Housing and Commercial Committee)
5. Ben Fernandez, incumbent, whose term expired on March 12, 2019, has been a
member since March 12, 2009, and will require a term waiver by a unanimous (5/5)
vote of the Commission.
(Note: The Department of Housing and Community Development has provided the
City Clerk's Office with a memorandum recommending Ben Fernandez as a nominee
for the Housing and Commercial Committee)
• City Manager Arthur Noriega, V has one (1) nomination for a seat currently held by:
1. Erica Paschal, incumbent, whose term expired on October 11, 2022.
(Note: The Department of Housing and Community Development has provided the
City Clerk's Office with a memorandum advising that the City Manager has
nominated Erica Paschal)
For your convenience, we are including a copy of the current membership of said committee. By
copy of this memorandum to the Agenda Office, we are requesting that this issue be placed on the
October 27, 2022, Commission agenda.
