William Project

BACKGROUND
Due to the continuous decrease of available affordable housing in the City of Miami in the last few years, the City
Commission will review for approval on October 27, 2022 the allocation of an amount not to exceed Two Million
Two Hundred Thousand Dollars ($2,200,000.00) in American Rescue Plan Act of 2021 ("ARPA") to Greater St.
Paul A.M.E. Church, Inc., a Florida Limited Liability Company ("Developer"), so the developer can rehabilitate an
affordable housing properties on two parcels that will contain a total of ten (10) city -assisted residential rental
units.
Greater Saint Paul A.M.E. Church has served the community of Coconut Grove for over a century and is one of
the oldest churches in the City of Miami. Over the years, the Church has purchased several substandard buildings
in the neighborhood to provide housing for the less fortunate and other low-income families.
The proposed affordable housing rehabilitation development known as the Hibiscus -William Project will contain a
minimum of 10 residential units: (4) 1-bedrooms, and (6) 2-bedrooms that will provide affordable housing ranging
for families earning from 50 to 80°!° of AMI.
As this developer currently owns the property and there is an immense need for affordable housing in West
Coconut Grove, it is in the best interest of the City to waive competitive bidding to allocate an amount not to
exceed Two Million, Two Hundred Thousand dollars ($2,200,000.00) from ARPA funds for the rehabilitation of
these housing units.
Providing these funds to this developer will allow them to accelerate the process in a timely manner and these
units to the community which cannot happen with a procurement process, which could take between 30-40 days.
RECOMMENDATION
Considering the above stated, approval of a waiver of the formal requirements of competitive sealed bidding
methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinance, as
amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the
same to the City Commission for ratification by a four -fifths vote is respectfully requested.
