Good Morning, My name is Aky Fernandez,
14221 SW 120 ST #203, Miami, FL. I'm a
registered architect and infill developer. I'm here
to speak in favor of the text amendment to PZ-5.
NRD-2 is one of the shining stars of Miami 21.
This amendment makes a great piece of code
even better. Any policy that incentives small,
easy to build, organically affordable units is
something that we need to urgently prioritize as
a city. This policy is something we should
institute in T-4 & T-5, city wide. It's imperative
that we fill in missing middle housing throughout
the city and provide economical housing options
everywhere, not just Wynwood Norte. Thank

I ask that SR.5 be withdrawn or denied. The
current Board of the Virginia Key Beach Park
Trust reflects the voice of the Black community
and is doing special work to preserve culture. The
Board is now near the moment of significant
progress with money allocated, a plan approved,
and consultants selected. Replacing the Board
with City Commissioners will politicize an issue
that should be a source of pride for how Miami
celebrates diversity and it's Black population. I
ask you to not disrupt the current Board and
allow it to continue towards building a special
museum at Virginia Key Beach Park.
I oppose the removal of the current Historic
Virginia Key Beach Park Trust Board and replacing
them with commissioners. The Trust Board has
supported, grown and managed the park with
good intent without the help of the parks
department or the city for years. Now that the
monies for a museum are looming as well as
some other monies that are being diverted from

the CDBG CV3 to parks, the City is showing an
interest in Virginia Key that was never present
before, especially during the years that the Trust
was receiving no monies from the city. The lack
of oversight from the City for years has made it
easy for them to swoop in and claim negligence
on the part of others and to take over the reins
now that the coffers are being replenished. The
City has spent much more of the taxpayers
money on frivolous lawsuits over many things
than the amount they are claiming the board
mismanaged. It is a sad comment on the state of
affairs of this city and the good people of the
Trust and as has been said, what happens to any
of us had better be the business of us all.
Please keep the Tower Theater in operation. First
of all, the Tower Theater is a historical Art Deco
landmark that should not be torn down.
Secondly, it is in the heart of the Little Havana
section where tourists from all around the world
are taken in order for them to sample our
important Hispanic cultural heritage.
Additionally, the Tower Theater is one of our
most significant venues of culture in our city. I
urge our commissioners to have the same vision
that kept our now famous Art Deco hotels from
being demolished in the mid-1970s. Tearing
down the Tower Theater will contribute to Miami
becoming another cultural wasteland. I am in full
agreement that more low income housing need
to be constructed in Miami, but not at the
expense of tearing down one of our most visited
cultural institutions. Please keep alive bright
vision of ensuring that Miami remains a bastion
of culture by keeping the Tower Theater in
operation and under the direction Miami Dade
College. Thank you.
The City must vote NO on SR 5. It is ABSURD that
the City Commission might take away the
management of the Virginia Key Trust from the
board, and place it in the hands of the
commissioners. This would disempower the
leaders of one of the most important historic site
of the African American community. It must be
voted down.
