• Motion to approve all three resolutions for Chair's signature to present to the City
Commission

• M Lopez -Cisneros —When we create a Master Plan, how detailed does it have to be to
be approved?

• J Murray — (Provided a sample, submitted by the Liberty City Trust which was
approved and based on the same Code section) The purpose — what the Board
would like to accomplish during the next fiscal year. Be as specific as possible to go
hand in hand with the budget. The legislation sent before the Commission for
discussion is now effective. The transfer of funds occur after the Commission accepts
items into the City's budget.
• M Weeks — $20,000 funds for the is current fiscal year may not roll into the next
fiscal year. MAEC cannot spend the money until the Commission accepts it?
• C Basden — If there is $20,000, and $16,000, $2,000 separately, there can be $38,000
ultimately
• J Murray — I believe the $20,000 reoccurs every year, but not on a roll over basis —
Must confirm with Finance . The next step is for legislation to be prepared to the
Commission agenda. Today's legislation if for Board review. Email Hearing Boards
(copy Olga and Joe) Can the MAEC legislation still be placed on the agenda even if the
deadline has passed?
• M Weeks — RE : August 11th Issue of Miami Today Magazine. 56 artists selected by
the City of Miami for NFT's , yet MAEC was not advised? Current issues such as the
Underline, MAEC is not a part of the discussion
• M Lopez -Cisneros — What department chose the artists? Who created it?
• W Felin — Tied to the Mayor's Crypto Initiative. Let them know that we (MAEC) can
offer a sense of diversity, and/ or input into the selection
• M Napoles — Recent artists, promoters, paining and sculpting for the last 20 years.
The Master Plan will show the Vision and Mission to give an Authority. The
Commission doesn't know MAEC exists
• M Lopez -Cisneros —The Master Plan will bring awareness to the Commission and
visibility
• C Basden — Focus on what we want to do, and do it well
• W Felin — What I can do for D5 as a member of this committee? I think our hands are
tied. At the end of the day, we want to have milestones for these particular projects
• M Weeks — Our planning comes from a clear understanding of who we represent. Be
informed in what current activities are going on within the City
• W Felin — If we each have a project in our own districts, it will affect the whole City

• M Lopez -Cisneros — How do we go about doing the Master Plan, getting it approved,
and sending this in front of the Commissioners?
• M Napoles — (Makes a distinction between MAEC and Arts in Public Places)
• J Murray— Must agree on who to speak on the item in terms of Budget, may it be
the Chair, attorney, liaison, or Human Services Department. The Master Plan and
Budget must be consistent with authority in the Code of Ordinances. Any individual
can speak on an item on the Commission Agenda during public comments. Right
now the Code says "Originate and Coordinate Cultural Events". This is Paint Me
Miami and the Art Cafe. Scholarships require a code amendment
• M Lopez -Cisneros — Have a target of what can be done
• M Napoles — Purpose is to bring together the different organizations to stimulate
and create an initiative to go into the community and build relationships . We want
to create a symposium to bring artists together as a means to advise commissioners
that these artists exist, unknown organizations do exist in each of their districts.
Another idea for the table is to give money to the different art groups as donations.
In return, each group has to send 1 member of their own separate networks to the
MAEC meeting. Examples — Little River, Bird Road, Little Haiti, Wynwood
• M Weeks — We can't go out and fund the organizations
• M Napoles — Every construction company has to pay a certain percentage of the
development costs into the Arts in Public Places(AIPP) funds. A mural needs to be
done. Create a communication with each construction company to create a
database of artists who can be used to create murals instead of or in addition to the
artists who are used on a regular basis
• M Weeks — A clearing house of local artists?
• M Napoles — Can we create a program?
• J Murray — Any Master Plan item must fall within the Code. How we got here — the
board is solely advisory, however the Mayor's office did provide funds and this
portion of the Code says how it can be used. AIPP 1.5% of project costs, is a county
requirement. This goes into a fund to there could be an art component. The Board
can make a recommendation to support art, but MAEC cannot endorse on behalf of
the City of Miami
• C Basden — Remember to write down what we can do in 1 year

• W Felin — Seniors
• M Weeks — The seniors can tell a story of how we are all connected. To unite people
from all different countries
• W Felin — Had a project with the Virginia Key Park Trust. An oral archive of what
happened, stories, recipes, handmade items that can be archived. Immigrant
archives that can be recorded.
• M Napoles —Where is a place they can offer? Find a promoter to tell the story of
Overtown
• C Basden — Hire a videographer? WE can't tell an organization 'we need you to do
this'
• W Felin — Do we go through an administrator and ask how to get it done? If we tell
the commissioners we advise them to do something, what will want them to actually
get this done?
• C Basden — How detailed does the budget have to be?
• J Joseph — The more information the better. The numbers can be fluid
• M Napoles — The archive project is going to be expensive
• C Basden —This is advisory. We tell the Commission to do this
• M Weeks — Ask the neighborhoods what they need
• M Napoles — This is important for the education of the youth. Can put us on the
map. M Lopez -Cisneros will have specifics on Paint Me Miami for the Budget

A RESOLUTION OF THE MIAMI ARTS AND ENTERTAINMENT COUNCIL
("MAEC") APPROVING A BUDGET AND MASTER PLAN FOR THE 2022-2023
FISCAL YEAR PURSUANT TO SECTION 2-1144 OF THE CODE OF THE CITY
OF MIAMI, FLORIDA, AS AMENDED; AUTHORIZING AND DIRECTING CITY OF
MIAMI STAFF TO PREPARE LEGISLATION SUBMITTING THE BUDGET AND
MASTER PLAN TO THE MIAMI CITY COMMISSION AND TO PLACE THE
LEGISLATION ON THE APPROPRIATE CITY COMMISSION AGENDA.
WHEREAS, on June 23, 2022, the Miami City Commission adopted Ordinance No. 14074
which, among other things, established a requirement that the Miami Arts and Entertainment
Council ("MAEC") submit an annual budget and master plan to the City Commission under
Sections 2-1144(a) and 2-1144(c) of the Code of the City of Miami, Florida, as amended; and
WHEREAS, the MAEC wishes to approve the budget for fiscal year 2022-2023 discussed
at its August 10, 2022 meeting, to be prepared by City of Miami ("City") staff based on the notes
taken by MAEC Liaison Michelle Varas, with said budget to be attached hereto and incorporated
as Exhibit A; and
WHEREAS, the MAEC wishes to approve the master plan for fiscal year 2022-2023
discussed at its August 10, 2022 meeting, to be prepared by City staff based on the notes taken
by MAEC Liaison Michelle Varas, with said master plan to be attached hereto and incorporated
as Exhibit B; and
WHEREAS, the MAEC wishes to have City of Miami ("City") staff prepare legislation
submitting the budget and master plan to the City Commission and place the legislation on the
appropriate City Commission agenda;
NOW, THEREFORE, BE IT RESOLVED BY THE MIAMI ARTS AND ENTERTAINMENT
COUNCIL:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted and incorporated as if fully set forth in this Section.
Section 2. The MAEC hereby approves the budget for fiscal year 2022-2023 discussed at
its August 10, 2022 meeting, to be prepared by City staff based on the notes taken by MAEC
Liaison Michelle Varas, with said budget to be attached hereto and incorporated as Exhibit A.
Section 3. The MAEC hereby approves the master plan for fiscal year 2022-2023
discussed at its August 10, 2022 meeting, to be prepared by City staff based on the notes taken
by MAEC Liaison Michelle Varas, with said master plan to be attached hereto and incorporated

IN THE AMOUNT OF APPROXIMATELY TWO THOUSAND THREE HUNDRED
AND ONE DOLLARS ($2,301.00) FROM A PAYPAL ACCOUNT TO THE MAEC'S
NEWLY ESTABLISHED SPECIAL REVENUE FUND ACCOUNT LINE TO BE
MAINTAINED AND ADMINISTERED BY THE CITY OF MIAMI.
WHEREAS, the Miami Arts and Entertainment Council ("MAEC") has received funds in
the amount of approximately Two Thousand Three Hundred and One Dollars ($2,301.00)
("Funds") that are currently being held in a PayPal account; and
WHEREAS, on June 23, 2022, the Miami City Commission adopted Ordinance No. 14074
which, among other things, established a Special Revenue Fund Account Line titled "City of Miami
Arts and Entertainment Council" to be maintained and administered by the City of Miami under
Section 2-1144(e) of the Code of the City of Miami, Florida, as amended; and
WHEREAS, the MAEC wishes to transfer the Funds to its newly established Special
Revenue Fund Account Line;
NOW, THEREFORE, BE IT RESOLVED BY THE MIAMI ARTS AND ENTERTAINMENT
COUNCIL:

ESTABLISHED SPECIAL REVENUE FUND ACCOUNT LINE TO BE
MAINTAINED AND ADMINISTERED BY THE CITY OF MIAMI.
