Purpose of Item:
APPROVING AND ADOPTING THE ANNUAL BUDGET OF THE LITTLE HAITI
REVITALIZATION TRUST ("TRUST"), ATTACHED AND INCORPORATED AS
EXHIBIT "A", IN THE TOTAL AMOUNT OF $6,299,000.00 FOR THE FISCAL YEAR
COMMENCING OCTOBER 1, 2022 AND ENDING SEPTEMBER 30, 2023; FURTHER
APPROVING AND ADOPTING THE TRUST'S MASTER PLAN, ATTACHED AND
INCORPORATED AS EXHIBIT "B".
Background of Item:
The City of Miami ("City") created and established the Little Haiti Revitalization Trust
("Trust") pursuant to Ordinance No. 13834 adopted April 25, 2019.
The Trust is responsible for the oversight and facilitation of the City's revitalization and
redevelopment activities in the Little Haiti area ("area"), promoting economic
development, business and commerce in the area, and facilitating the development of
affordable housing, engage in homebuyer assistance programs and market the area to
encourage former residents and others to locate to the area.
Section 12.5-49 of the Code of the City of Miami, Florida, as amended, provides that the
Trust shall submit a budget to the City Commission for approval in a form acceptable to
the City Manager ("Budget") and also submit an annual master plan ("Plan").
The Trust requests the approval of the Trust's Budget in the total amount of
$6,299,000.00 for the Fiscal Year commencing October 1, 2022 and ending September
30, 2023, attached and incorporated as Exhibit "A", and the Plan, attached and
incorporated as Exhibit "B".

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING AND ADOPTING THE ANNUAL BUDGET OF THE LITTLE HAITI
REVITALIZATION TRUST ("TRUST"), ATTACHED AND INCORPORATED AS
EXHIBIT "A," IN THE TOTAL AMOUNT OF $6,299,000.00 FOR THE FISCAL YEAR
COMMENCING OCTOBER 1, 2022, AND ENDING SEPTEMBER 30, 2023; FURTHER
APPROVING AND ADOPTING THE TRUST'S ANNUAL MASTER PLAN, ATTACHED
AND INCORPORATED AS EXHIBIT "B."
WHEREAS, the City of Miami ("City") created and established the Little Haiti
Revitalization Trust ("Trust") pursuant to Ordinance No. 13834, adopted April 25, 2019; and
WHEREAS, the Trust is responsible for the oversight and facilitation of the City's
revitalization and redevelopment activities in the Little Haiti area ("Area"); promoting economic
development, business, and commerce in the Area; developing and executing a plan to create
jobs, attract industry and facilitate the production of goods and services in the Area for residents
and non-residents; and facilitating the development of affordable housing, engaging in
homebuyer assistance programs, and marketing the Area to encourage former residents and
others to locate to the Area; and
WHEREAS, Section 12.5-49 of the Code of the City of Miami, Florida, as amended,
provides that the Trust shall submit an annual budget ("Budget") and an annual master plan
("Plan") to the City Commission for approval; and
WHEREAS, the governing body of the Trust reviewed and approved the Trust's budget
in the amount of $6,299,000.00 for Fiscal Year 2022-2023 on September 20, 2022; and
WHEREAS, the Trust requests the approval of the Trust's Budget in the total amount of
$6,299,000.00 for the Fiscal Year commencing October 1, 2022, and ending September 30,
2023, attached and incorporated as Exhibit "A," and the Plan, attached and incorporated as
Exhibit "B";
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
incorporated as if fully set forth in this Section.
Section 2. The Trust's Budget in the total amount of $6,299,000.00 for the Fiscal Year
commencing October 1, 2022, and ending September 30, 2023, attached and incorporated as
Exhibit "A," and the Plan, attached and incorporated as Exhibit "B," are approved and adopted.
Section 3. This Resolution shall be effective immediately upon its adoption and
signature of the Mayor.'
APPROVED AS TO FORM AND CORRECTNESS:
1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
