This memorandum is to seek the approval of the City Commission to audit one (1) vacant sworn
position to a classification that will better serve the needs of the department. The goal is to audit
the vacant Assistant Chief of Police position to a First Assistant Chief of Police. This new
classification will assist the Chief of Police in directing the Police Department. While primarily
responsible for the Field Operations Division, to include all major and secondary functions in
Patrol, Special Operations, Emergency Management and Homeland Security, Field Support and
Community Relations. Most importantly, the First Assistant Chief of Police can be assigned to
manage any division or function in the department and may act for the Chief of Police in
intermediate or continuous absence.
Upon a review of the allocated budget, the Assistant Chief of Police (03.ExPOL) is an Sworn
Executive position with a salary range of $182,506.15 - $222,473.98. The First Assistant Chief of
Police classification is proffered as a higher -level executive position, with a commensurate higher
salary to be determined upon the completion of the audit.

please forward this packet to Joy Saunlett, Administrative Assistant I, in the Business Management
Section for placement on the Commission agenda.

The purpose of this memorandum is to request your authorization to reclassify one (1) Assistant
Chief of Police position (#10205) and create and fill a First Assistant Chief of Police. The
classification of Assistant Chief of Police was budgeted in FY21-22 and the position became
vacant upon my promotion on February 1, 2022. This new classification will assist the Chief of
Police in directing the Police Department. While primarily responsible for the Field Operations
Division, to include all major and secondary functions in Patrol, Special Operations, Emergency
Management and Homeland Security, Field Support and Community Relations. This position can
be assigned to manage any division or function in the department and may act for the Chief of
Police in intermediate or continuous absence. Budget and HR Classification Audit documents to
create and fund this position are pending final eview and approval.

This is an executive level position assisting the Chief of Police in directing the Police Department.
While primarily responsible for the Field Operations Division, to include all major and secondary
functions in Patrol, Special Operations, Emergency Management and Homeland Security, Field
Support and Community Relations, this position can be assigned to manage any division or function in
the department as directed by the Chief of Police. This position acts for the Chief of Police in their
absence to include the immediate deployment and control of all police forces. Duties include the
administration, management, and control of crime prevention, law enforcement and criminal
apprehension efforts, and the delivery of police services to the citizens and visitors of the City of
Miami. This position report directly to the Chief of Police.
Appointments to the rank of First Assistant Chief of Police are made in accordance with the City
Charter, by the Chief of Police and approved by the City Manager.
REQUIREMENTS:
Bachelor's degree or higher in Public Administration, Police Science, Criminal Justice, Management
or a related field, and ten (10) years responsible police experience, including five (5) years in a
management position. Eligibility to obtain State of Florida certification as a sworn Police Officer is
also required.

Staff position (#3107) to an Executive Officer to the Police Chief. The classification of Executive
Officer was budgeted in FY20-21 and audited to Chief of Staff in July 2021. After the resignation
of the incumbent Chief of Staff in March 2022, an assessment of the role and responsibilities
determined that the Executive Officer classification would be more suitable in achieving the
mission and goals in the department. This position will aid the Chief of Police in coordinating
various activities in the Department and may represent the Chief of Police at meetings with the

NATURE OF WORK:

NATURE OF WORK:
This is administrative and specialized work of a professional nature monitoring the
implementation of grant funding from various federal, state, county, foundation and corporate
sources.
An employee in this classification is responsible for monitoring all aspects of the grants
financial management function or related program citywide. This position will provide financial
data control on grant -funded activities with an emphasis on tracking grant funds. Tasks
include, but are not limited to, monitoring reimbursements, reporting grant funds, ensuring
that the city is in compliance with guidelines, and reviewing grant finances on a routine basis
to check spending and available funds. Employees in this class assist higher -level staff
members with more difficult and complex grant account functions and issues.
ESSENTIAL FUNCTIONS:

Prepares Schedule of Expenditures of Federal Awards (SEFA) and ensure compliance with
Federal and State Law Regulations.
Assists with preparation of financial information for grants and other funding requests.
Assists in providing audit support to Controller, or designee, and communicating accounting
and reporting issues to regulatory agencies by reviewing, analyzing, and preparing supporting
documents and other related materials.
Performs related work as required.
MINIMUM REQUIREMENTS:
Bachelor's degree in Accounting, Finance, or Business and thorough (4 - 7 years) experience
in grants accounting, auditing, or financial management. Should be familiar with computerized
accounting systems.
OR
An equivalent combination of education and experience beyond a high school diploma or its
equivalent and some (6 months — 2 years) of the required experience.
DESIRABLE KNOWLEDGE ABILITIES AND SKILLS:
Some knowledge of theoretical and applied governmental accounting, securities, debt, grants,
capital projects, and municipal securities regulations.
Ability to identify and correct errors in financial grant reports, and the ability to gather and
analyze data for special financial reports and studies.
Considerable knowledge of general software applications and technological tools typical to
the current office environment.
Ability to communicate effectively, both orally and in writing.
Ability to maintain complex records, and to prepare reports from such records.
Thorough knowledge of the laws, regulations and practices governing the area of assignment.
Ability to understand and follow verbal and written instructions.

NATURE OF WORK:
Technical police department work in identifying, collecting, preserving,
processing/documenting physical and related evidence from crime scenes.
Work involves responsibility for crime scene documentation, latent fingerprint development
and other evidence work. Work may be performed on an assigned shift and is part of the
investigation and prosecution work of the Police Department. Specific assignments are
received from a superior; however, employees of this class work independently in daily
activities. Work procedures are standardized in accordance with police practices, and
supervision is received from an administrative superior.
ESSENTIAL FUNCTIONS:
Receives radio dispatch and responds to crime scenes to detect, gather, and preserve
evidence.
Drives large van or truck, as required by the Department.
Carries a variety of equipment, weighing up to 50 pounds, to crime scenes.
Processes evidence in order to develop latent fingerprint with various techniques and
chemical applications.
Gathers evidence by performing a wide range of physical activity to include, but not limited to,
squatting, bending, crawling, climbing, and lifting to develop latent fingerprints from a variety
of surfaces using various chemicals.
Sketches, photographs, and makes video documentation of crime scenes, evidence collection
processing and laboratory submissions, and crime scene reconstructions.
Prepares written reports of observations, findings, and results pertaining to the documentation
of crime scenes.
Attends and testifies at depositions, trials, or other court functions as required.
Documents crime scenes by means of photography, videotaping, note taking, sketching,
evidence collection, latent fingerprint development; through the use of powders and/or
chemicals, and other work involving the collection, documentation and preservation of
evidence.
Processes crime scenes, located indoors or out, confined within a house, an apartment, a
building or other structure such as a vehicle, vessel, or container.
Uses special equipment, such as Self Contained Breathing Apparatus, protective gowns,
gloves, masks, eyewear, headgear, and footwear while investigating crime scenes.
Collects evidence that may involve the presence of toxic substances, blood or body fluids.
Adheres to strict precautionary guidelines in order to preserve evidence, as well as the safety
and health of the handler and others who may come in contact.
Prepares various concise and technical reports to aid investigators and prosecutors.
Processes evidence for latent fingerprints.
Operates mobile crime lab, investigates crime scene for all viable evidence; develops prints
with powders and chemicals; makes enlargements and prepares fingerprints for preservation
in court; searches for, preserves and identifies other evidence discovered.
Provides audio-visual needs, including recording and editing of crime scene documentation
and preparation of training films.
Maintains fingerprint files from crime scene investigations.
Develops films and photographic prints.
Performs other related work as required.
MINIMUM REQUIREMENTS:
Associates Degree in Criminal Justice, Forensic Science, Physical or Natural Science or a
related field.
OR
Equivalent combination of education and experience beyond a high school diploma or its
equivalent. Experience must be in crime scene investigation and/or fingerprint identification
with a recognized police agency.
NECESSARY SPECIAL QUALIFICATIONS:
A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be
utilized upon application, however prior to appointment a State of Florida Driver's License
(Class E or higher) must be presented to the Department of Human Resources and
maintained throughout employment.
DESIRABLE KNOWLEDGE ABILITIES AND SKILLS:
The ability to learn the use of official police radio communication skills.
The ability to take notes of the dispatch information.
Knowledge of addresses within the City of Miami, as well as Dade County, Florida.
Ability to drive a variety of vehicles ranging from a sedan, large van, or pickup truck in various
weather or road conditions.
Ability to prepare sketches of interior, exterior and traffic/crime scenes by either manual,
mechanical or computer aided programs.
Ability to conduct close-up, macro and evidence/forensic photography.
Ability to operate a video camera and narrate crime/accident scenes.
Some knowledge of standard fingerprint classification methods, practices, records and
equipment.
Some knowledge of modern methods, practices, and techniques of police identification work.
Some knowledge of photography, and of the various methods of printing, developing and
enlarging.
Ability to lift latent fingerprints, and to classify fingerprints accurately.
Ability to establish and maintain effective working relationships with other employees and the
public.
Ability to write clear, concise and informative reports documenting the processes used and
the results obtained.
Ability to operate or learn to operate a facial identification computer system.
Skill in taking, classifying and identifying fingerprints, and in searching for and preserving
physical evidence.
Skill in accurately and completely gathering and reconstructing crime scene data for court
presentation.
TOOLS AND EQUIPMENTS:
Personal computer, A. F.I.S. (Automated Fingerprint Identification System), photographic/video
equipment, evidence processing equipment, hand and power tools, employee I.D. digital
system, office equipment, Self -Contained Breathing Apparatus, protective gowns, gloves,
masks, eyewear, headgear, footwear and other related technical, identification, and protective
equipment.
WORKING ENVIORNMENT:
Work is performed in an office and/or field environment. The noise level in the work
environment can be very loud. Work is performed on an assigned shift under stringent time
constraints, often without the possibility of weekends or holidays off. Due to the nature of the
work, overtime is required with little if any notice. May be subject to mobilization, mandatory
overtime, cancelation of vacation or time off during disturbances, weather conditions, terrorist
acts, and natural or other disasters, or as required by the Department.
Employment as a Crime Scene Investigator I may require working in small or confined
spaces, working at heights; ladders, rooftops, balconies, aerial trucks, expressways, and as
passengers performing aerial photography or courier service aboard airplanes or helicopters.
May require performance aboard airplanes, helicopters, trains, ships, boats, and/or vehicles.
Work involves frequent exposure to chemicals and bio-hazardous/infectious materials or
waste, during the course of performing duties. Work is constantly performed around
hazardous machinery and in environments with poor ventilation or lighting. Employment also
involves constant exposure to high temperatures, inclement weather conditions, strong
odors/smells, dust and fumes.

PHYSICAL DEMANDS:
While performing the duties of this job, the employee is frequently required to sit, stand,
stoop, crawl, squat, bend, climb, reach, push, pull, lift using hands and/or power tools. Good
hand and finger dexterity is required for constant and/or repetitive grasping, handling, feeling
and operating office and forensic equipment, as well as hand and power tools. The employee
is frequently required to do moderate lifting (up to 50 lbs.), as well as operate motorized
vehicles, such as a large truck or van, not requiring a CDL.
