Subject: Accept - Donation from Wynwood B.I.D to Miami PD - Third Phase
Purpose of Item:
A Resolution of the Miami City Commission authorizing the City Manager to accept a
third donation from the Wynwood Business Improvement District ("Wynwood BID") in
the amount of two hundred and fifty thousand dollars ($250,000.00) to establish a
Special Revenue Project titled: "The Wynwood BID Security System Phase Three;"
allocating said funds to the Miami Police Department's ("MPD") Special Revenue Fund
Account Number 12000.191501.466000.0.0, for the provision of thirty (30) cameras and
seven (7) automated license plate readers as a third expansion project within the
Wynwood BID area and integration into MPD's Real Time Crime Center; further
authorizing the City Manager to designate the Chief of Police to approve the
expenditure of funds allocated to the project and execute any and all necessary
documents, all in a form acceptable to the City Attorney, for the dispersal of project
funds.
Background of Item:
The Wynwood Business Improvement District ("Wynwood BID") seeks to continue to
increase public safety and the quality of life for business owners and visitors to the
businesses within the Wynwood BID area.
Pursuant to Resolution No. 19-0266, adopted on July 11, 2019, the Wynwood Business
Improvement District's Board of Directors donated one hundred and eighty-one
thousand, thirty-four dollars and thirty-seven cents ($181,034.37) to the City of Miami
("City") to be utilized by the Miami Police Department ("MPD") to purchase forty-eight
(48) security cameras and two (2) license plate readers installed within the Wynwood
BID area. Pursuant to Resolution No. 20-0192 adopted on July 9, 2020, Wynwood BID
donated additional funding in the amount of one hundred seventeen thousand, nine
hundred ninety-nine dollars and eighty-one cents ($117,999.81) to be utilized for the
purchase of thirty-three (33) cameras and one (1) license plate reader and was installed
as part of the phase two expansion of the security camera network ("Project") within the
Wynwood BID area. On August 30, 2022, the Wynwood Bid's Board of Directors
approved an additional funding amount of two hundred and fifty thousand dollars
($250,000.00) towards a phase three expansion of the security camera network by
donating an additional thirty (30) cameras and seven (7) automated license plate
readers.
The acceptance of this additional donation will be beneficial to the City by providing
MPD with additional resources in an effort to curtail or prevent crime in the Wynwood
BID, including but not limited to robberies, assaults and burglaries.

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO ACCEPT A THIRD DONATION FROM THE WYNWOOD BUSINESS
IMPROVEMENT DISTRICT ("WYNWOOD BID") IN THE AMOUNT OF TWO
HUNDRED FIFTY THOUSAND DOLLARS ($250,000.00) TO ESTABLISH A SPECIAL
REVENUE PROJECT TITLED: "THE WYNWOOD BID SECURITY SYSTEM PHASE
THREE;" ALLOCATING SAID FUNDS TO THE MIAMI POLICE DEPARTMENT'S
("MPD") SPECIAL REVENUE FUND ACCOUNT NUMBER 12000.191501.466000.0.0,
FOR THE PROVISION OF THIRTY (30) CAMERAS AND SEVEN (7) AUTOMATED
LICENSE PLATE READERS AS A THIRD PHASE EXPANSION PROJECT WITHIN
THE WYNWOOD BID AREA AND INTEGRATION INTO MPD'S REAL TIME CRIME
CENTER; FURTHER AUTHORIZING THE CITY MANAGER TO DESIGNATE THE
CHIEF OF POLICE TO APPROVE THE EXPENDITURE OF FUNDS ALLOCATED TO
THE PROJECT AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THE DISPERSAL OF
PROJECT FUNDS.

existing City vendor to be installed as part of the phase three expansion of the security camera

WHEREAS, the acceptance of this additional donation will be beneficial to the City by
providing the MPD with additional resources in an effort to continue to curtail or prevent crime in
the Wynwood BID, including but not limited to robberies, assaults and burglaries;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section.
Section 2. The City Manager is authorized' to accept a donation from the Wynwood BID
in the amount of two hundred fifty thousand dollars ($250,000.00) for the Project.
Section 3. The City Manager is authorized' to allocate said funds to MPD's Special
Revenue Fund Account Number 12000.191501.466000.0.0 to be utilized by MPD for the Project
within the Wynwood BID area and its integration into MPD's Real Time Crime Center.
Section 4. The City Manager is further authorized' to designate the Chief of Police to
approve the expenditure of funds and execute any and all necessary documents, all in a form
acceptable to the City Attorney, for the dispersal of funds for the Project.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
