A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENTS,
ACCEPTING THE PLAT ENTITLED "CARDINAL PLAZA", A REPLAT IN
THE CITY OF MIAMI, SUBJECT TO ALL OF THE CONDITIONS OF THE
PLAT AND STREET COMMITTEE AND THE PROVISIONS CONTAINED
IN CITY CODE SECTION 55-8, AND ACCEPTING THE DEDICATIONS
SHOWN ON SAID PLAT, LOCATED ALONG THE WEST SIDE OF NE 2
AVENUE, FROM NE 22 STREET TO NE 23 STREET, AUTHORIZING AND

NOTICE IS HEREBY GIVEN that the City of Miami, Florida, will conduct a first Public Hearing on September 22,
2022, at 9:00 a.m. and a second Public Hearing on October 27, 2022, at 9:00 a.m., in the City Commission chambers

LOCATED AT 5601, 5615, and 5645 SW 8 STREET, MIAMI, FL 33134 AS A BROWNFIELD AREA WITHIN

The September 22, 2022, and October 27, 2022, City Commission Meetings will be broadcast live for members of
the public to view on the City's website (www.miamigov.com/tv), Facebook, Twitter, YouTube and Channel 7
(Comcast only for residents living in the City of Miami).
Public comment will begin at approximately 9:00 a.m. and remain open until public comment is closed by the
Chairperson.
Public comment can also be submitted via an online comment form and will be distributed to the Elected Officials
and City Administration and made part of the public record. The deadline to submit public comment via the online
comment form will occur when the Chairperson closes public comment for the meeting.

INC., A FLORIDA NOT FOR PROFIT CORPORATION ("DEVELOPER"), SO
THAT DEVELOPER CAN CAUSE TO BE REHABILITATED A MIXED -INCOME
HOUSING DEVELOPMENT ON TWO PARCELS THAT WILL CONTAIN
TWO (2) CITY -ASSISTED RESIDENTIAL RENTAL UNITS FOR ELIGIBLE
RESIDENTS WHOSE ANNUAL INCOME IS EQUAL TO OR LESS THAN
FIFTY PERCENT (50%) OF AREA MEDIAN INCOME ("AMI") AS PUBLISHED
ANNUALLY BY THE UNITED STATES DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT ('HUD") AND EIGHT (8) CITY -ASSISTED RESIDENTIAL
RENTAL UNITS FOR ELIGIBLE RESIDENTS WHOSE ANNUAL INCOME IS
EQUAL TO OR LESS THAN EIGHTY PERCENT (80%) OF AMI AS PUBLISHED
ANNUALLY BY HUD ("PROJECT"), PROVIDED THAT THIS ALLOCATION
IS APPROVED IN WRITING BY THE CITY'S ARPA CONSULTANT ('CONSULTANT
APPROVAL"), AND SUBJECT TO THE RECEIPT BY THE CITY MANAGER
OF THE APPROVAL OF THE PROJECT BY THE CITY OF MIAMI'S ("CITY")
HOUSING AND COMMERCIAL LOAN COMMITTEE ('HCLC") ("HCLC APPROVAL"),
AND SUBJECT TO THE TERMS, CONDITIONS, AND RESTRICTIONS
CONTAINED HEREIN, IN THE CONSULTANT APPROVAL, AND IN THE
HCLC APPROVAL, PROVIDED THAT THE DEVELOPER FULFILLS ALL OF
THE TERMS AND CONDITIONS TO BE SET FORTH IN THE CONSULTANT AP-
PROVAL AND HCLC APPROVAL; SUBJECT TO THE RECEIPT BY THE
CITY MANAGER OF THE CONSULTANT APPROVAL AND THE HCLC APPROVAL,
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE
ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AMENDMENTS,
EXTENSIONS, AND MODIFICATIONS, ALL IN FORMS ACCEPTABLE TO THE
CITY ATTORNEY, SUBJECT TO COMPLIANCE WITH ALL APPLICABLE
FEDERAL, STATE OF FLORIDA ("STATE"), LOCAL, AND CITY LAWS, RULES,
AND REGULATIONS FOR AFFORDABLE HOUSING PROJECTS AND
ARPA FUNDS AND SUBJECT TO THE DEVELOPER FULFILLING ALL OF THE
TERMS AND CONDITIONS TO BE SET FORTH IN THE CONSULTANT APPROVAL
AND HCLC APPROVAL, IN ORDER TO ALLOCATE THE CITY'S ARPA
FUNDING TO THE PROJECT; PROVIDING FOR AN EFFECTIVE DATE.

All interested persons are invited to appear at the meeting and may be
heard with respect to the proposed resolution. Should any person desire
to appeal any decision of the City Commission with respect to any matter

NOTICE OF PUBLIC HEARING
The Miami City Commission will hold a Public Hearing on Thursday
September 22, 2022 at 9:00 AM, to consider the award of a contract to the
not -for -profit company listed below through Anti -Poverty grant funds from
the District 2's share of the City of Miami's Anti -Poverty Initiative Program.
Rebuilding Together Miami -Dade, Inc., a Florida Not for Profit Corporation,
for their Safe and Healthy Homes in Little Bahamas, and to consider the
City Manager's recommendations and finding that competitive negotiation
methods are not practicable or advantageous regarding these issues:

Commission meeting of September 22, 2022 at Miami City Hall, 3500 Pan
