Housing Authority's Sec-
tion 8 supervisor. And she
said the agency has not
determined how it will pay
back previously withheld
rent, which is not typically
covered by the U.S. De-
partment of Housing and
Urban Development
(HUD).
"We're still looking into
sources and putting those
funds together," Leon
said. "It's important to us
that these tenants remain
housed."

Shep Davis Apartments
sits on prime real estate

It reflects both the old and
new of South Beach — a
mix of elderly, Spanish-
speaking residents on
fixed incomes and young -
well -to-do renters in
market -rate units.
About half of the build-
ing's tenants utilize
housing choice vouchers,
the federal govemment's
largest program to help
low-income families, se-
niors people with
disabilities afford housing
in the private market.
Many are holdovers from
a HUD rental assistance
contract that covered the
entire building starting in
the early 1980s.
When the owner chose
not to renew the HUD
contract in 2018, tenants
had to either accept new
vouchers and seek hous-
ing elsewhere or stay at
Shep Davis using so-called
"enhanced vouchers" —
which allow landlords to
collect more money from
the government in rent in
an effort to keep tenants
in thew homes after HUD
contracts expire
even
in
gentrifying neighbor-
hoods.
That security blanket
disappeared for low-in-
come Shep Davis tenants
late last year, when the
Miami Beach Housing
Authority stopped making
rental assistance pay-
ments to the landlord for
about 17 units that had
failed a series of required
health and safety inspec-
tions. The agency would
not immediately provide
copies of its inspection
reports to the Herald, but
Leon said "basic" housing
quality issues like leaky
ceilings and broken heat-
ing systems have festered
over the past several
years.
When the landlord
didn't make needed fixes
prior to follow-up inspec-
tions, the housing author-
ity temsinated its assist-
ance for the
failing units. That put
tenants in a bind. The
agency gave them vouch-
ers to find new housing
within 10 miles of Miami
Beach, but few were suc-
cessful as rents soared
ac
ross South Florida.
This summer, after
almost a year of the hous-
ing authority withholding
payments, the landlord
gave residents 60-day
notices to leave.
"I know the residents
are in an uproar," Leon
said. "Its very difficult to
locate affordable units.
They don't want to leave. 1
ant blame them at this
time."
Jeffrey Heame, the
director of litigation for
Legal Services of Greater
Miami, said it's concern-
ing that elderly tenants on
enhanced vouchers could
be forced to Fuld new
homes as a result of poor
man aintence.
In somecases, Heame
said, landlords can look to
exploit HUD regulations
by letting units fall into
disrepair if they no longer
wish to house Section 8
tenants.
"1 wouldn't want some-
body to be forced out and
lose their enhanced
voucher and their right to
remain lust because the
owner doesn't maintain
the building," Hearne
said. "That's a way to do
anend-around."
Bennett, the property
manager who began work-
ing at Shep Davis Apart-
ments this summer, said
the owner is not trying to
drive Section 8 tenants
from the building and is
comrnined to making
repairs.
Now that the housing
authority has said it will
make back -payments for
withheld rent, "he's not
terminating anybody,"
Bennett said of Paul Mata,
the registered agent for
Shep Equities LLC.

Gonzalez, the Ecuador
native, said she needs
more support. She said
she believed her unit was
in good condition and wasn't told why it failed
inspections, and said no
one has helped her look
for w apartments or
tan her how much her
new toher is worth.
"I feel like the [housing
authority! should be clear-
er their instructions,"
she said.
Leon said the agency
has been communicating
with tenants throughout
the process, and is now
prepared to reinstate
housing assistance con-
tracts to allow them to
stay if and when their
units pass inspections.
"We followed the
rules," Leon said. "We did
what we were supposed to
do."
The conflict between
Meta and the Miami
Beach Housing Authority
goes beyond Shep Davis
Apartments.
At the nearby Black-
stone Apartments, a 100-
unit building on Washing-
ton Avenue under the
same ownership, housing
authority inspectors dis-
covered last year that the
city of Miami Beach had
issued an unsafe structure
notice and that a 121h-

m" according to Leon.
The agency immediate-
ly canceled housing assist-
ancecontracts for all 49
of the building's Section 8
units and issued tenants
vouchers to find new
homes.
Since then, the owner
has addressed the unsafe
structure violations and is
resolving issue
in-
dividual units "bit by bit,"
Leon said, with payments
still being withheld for
seven units as of this week
— down from an initial 29.
As she exited the build-
ing earlier this week, Sec-
tion 8 tenant Aida Fonse-
ca told the Herald she has
heard about payments to
the landlord being halted
due to poor conditions. In
her unit, Fonseca said, she
has dealt with cockroach-

At the nearby Black-
stone Apartments, a 100-
wit building on Washing-
ton Avenue under the
same reship, housing
authority inspectors dis-
covered last year that the
city of Miami Beach had
issued an unsafe structure
notice and that a 12th-
Boor ceiling was "caving
in," according to Leon.
The agency immediate-
ly canceled housing assist-
ance for all 49
of the building's Section 8
units and issued tenants
vouchers to find new

Since then, the owner
has addressed the unsafe
stricture violations and is
resolving issue

Leon said, with payments
still being withheld for
units as of this week

As she exited the build-
ing earlier this week, Sec-

ca told the Herald she has
heard about payments to
the landlord being halted
due to poor conditions. In
her unit, Fonseca said, she
has dealt with cockroach-

Unlike at Shep Davis,
tenants at Blackstone have
not received notices to
vacate. Still, Bennett said
the owner continues to
squabble with the housing
authority over reimburse-
ment for payments that
have been withheld.
Withholding rent for
Section 8 units isn't un-
usual among the Miami
Beach Housing Author-
ity's more than 3,000
housing choice vouchers,
Leon said. But she said it
rarely affects so many
tenants at once.
Hearne, the Legal Serv-
ices of Greater Miami
attorney, said the types of
tenants who live at the
Shep Davis and Black-
stone buildings need to be
protected, in part because
they often lack trans-

Anew boat show to sail
to Virginia Key in 2023

A new boat show starting next
year is promising to bring a new
experience to South Florida's boat
and trade shows in an all -in -site
location, adjacent parking and
lifestyle -centered entertainment.
The SoFlo Boat Show, put
together by EngageLive!, would
take place May 19 to 21, 2023, at
the Miami Marine Stadium on Vir-
ginia Key in a 20,000-square-foot
air-conditioned tentedpavilion with
on -land and in -water boat displays,
watersports and opportunities for
boat trials at sea. The show will
also include live music each day
and evening, a 360-degree Ships
Wheel Bar, several food trucks and
social gathering areas, according to
a press release.
"We wanted to incorporate more
about the marine and nautical life-
style, a different twist to it," said
John Hagins, director of partner
relations for the SoFlo Boat Show.
"The location is perfect, it's easy to
get to and has onsite parking there."
Organizers have reduced rates
for booth space until Dec. 1 and
are putting together the outline of
the physical show. "We're trying to
work with our exhibitors a lot more
closely than the other boat shows,"
he said. "The site is large enough to
have what attendees want, but it's
not so massive that you can't cover
the show in two or three days."
Booths would sell boating ac-
cessories, fishing gear and other
nautical gadgets and gifts. The
convention area would have space
for a few boats on display on shore
and about 100 to 150 boats on the
water, said Tony Albelo, CEO of
EngageLive!
"1t will be more like a boating
festival than a show," he added,

Lo primero que hallamos
es que existe un gran des-
conocimiento acerca de
los tramites que deben
realizar. Sobre todo,
entre los inmigrantes re-
cien Ilegados al pais. De
este desconocimiento se
estan aprovechando al-
gunas personas que ofre-
cen un servicio pago para
realizar unos tramites
que son totalmente gra-
tuitos.
"Si pagas 120 dolares,te
doy un servicio persona-
lizado. Te inscribo en la
escuela de trafico, te saco
la cite y te llevo a hacer el
examen", afirm6 una per-
sona que dijo ser instruc-
tora de conduction", quien
agrego "no hay citas haste
dentro de tres meses. Pero,
yo te puedo resolver una
antes".
Segun la "instructora" el
publico prefiere este tipo
de servicios personaliza-
dos porque es mas rapido,
a pesar de reconocer que
"el cliente" siempre ten-
dra que venir a las ofici-
nas del Departamento de
Seguridad Vial y Vehiculos
Motorizados (FLHSMV,
por sus siglas en ingles)
para realizar los tramites
legates.
El servicio
La realidad es que en Mia-
mi -Dade hay nueve centros
del departamento FLHSMV
que ofrecen los servicios re-
lacionados con las licencias
de conducir, carne de iden-
tificacibn, examenes te6ri-
cos y examenes practicos.
Ademas, existen centros
privados autorizados por el
estado y escuelas secunda-
ries donde se imparten cla-
ses y realizan los examenes
teoricos.

el Mall de las Americas,
nos encontramos con una
enorme file de personas
que esperaban desde la
madrugada a que abriera
el centro comercial. Con-
versamos con algunas de
ellas para conocer su tes-

"La cite la hice ayer, cerca
de las 6 am", afirmo Yanelis
Gonzalez. "Entre al portal
en Internet (flhsmv.gov/
locations) y pude reserver
para hoy a las 8am. No tuve
ningun problema", sostuvo

era obtener un documento
de identidad para su hijo.
"Hace un tiempo, cuando
segue mi licencia, tuve que
esperar dos meses", re-
cordo Gonzalez.

guna dificultad para obte-
ner su cita: "Yo vine ayer
y me dieron un papel con
