HomeMy WebLinkAboutR-22-0333City of Miami Resolution R-22-0333 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 12487 Final Action Date: 9/13/2022 A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING AND APPROPRIATING ADDITIONAL FUNDS TO BE PLACED IN THE SPECIAL REVENUE PROJECT TITLED "2022 MIAMI HOMELESS ASSISTANCE PROGRAM CHALLENGE GRANT" IN AN AMOUNT NOT TO EXCEED TWENTY ONE THOUSAND EIGHT HUNDRED SEVENTY-EIGHT DOLLARS AND TWENTY TWO CENTS ($21,878.22) ("GRANT AWARD") CONSISTING OF A GRANT FROM THE FLORIDA DEPARTMENT OF CHILDREN AND FAMILIES ("DCF") THROUGH THE MIAMI-DADE COUNTY HOMELESS TRUST ("TRUST") FOR A TWELVE-MONTH PERIOD TO ENHANCE THE HOMELESS HELPLINE AND OUTREACH SERVICES PROVIDED TO HOMELESS INDIVIDUALS AND FAMILIES IN MIAMI-DADE COUNTY ("PURPOSE"); FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, AND ANY AND ALL OTHER RELATED DOCUMENTS, EXTENSIONS, AND RENEWALS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE AND ALLOCATION OF SAID GRANT AWARD. WHEREAS, in Fiscal Year 2021-2022, The Miami -Dade Homeless Trust ("Trust") desired to direct additional State funding to the City of Miami's ("City"), Homeless Assistance Program and its management of the homeless resource line to improve the homeless resource line's effectiveness and customer service levels ("Purpose"); and WHEREAS, the State of Florida had designated the Trust as the lead agency for Continuum of Care ("CoC") for Miami -Dade County; and WHEREAS, Florida Department of Children and Families' ("DCF") Office on Homelessness provides funding to the Trust for CoC services; and WHEREAS, the CoC solicits and subcontracts with other community partners to fund the direct services provided to the homeless population; and WHEREAS, in 2019, DCF's Office on Homelessness entered into three (3) year unified funding contracts with each CoC agency for eligible grants; and WHEREAS, these Unified Homelessness Grants combine all applicable funds which include: the Emergency Solutions Grant, the Homelessness Prevention Grant, the Challenge Grant, and the Staffing Grant, into a single contract for each CoC agency and will expire on June 30, 2022; and WHEREAS, the Challenge Grant specifically allows the Trust's CoC to fund any service named in its homeless plan; and City of Miami Page 1 of 2 File ID: 12487 (Revision:) Printed On: 6/20/2025 File ID: 12487 Enactment Number: R-22-0333 WHEREAS, on March 10, 2022, the City Commission adopted Resolution R-22-0097 in which the City accepted and allocated a total amount not to exceed One Hundred Twelve Thousand Eight Hundred Forty -Six Dollars and Twenty -Five Cents ($112,846.25) ("Initial Grant") which includes Twenty -Two Thousand Five Hundred Sixty -Nine Dollars and Twenty - Five Cents of City In -Kind Services; and WHEREAS, it is appropriate for the for the City Manager to accept the additional amount not to exceed Twenty -One Thousand Eight Hundred Seventy -Eight Dollars and Twenty -Two Cents ($21,878.22) ("Grant Award), and to negotiate and execute an Agreement, in a form acceptable to the City Attorney, and any and all other related documents, extensions, and renewals all in forms acceptable to the City Attorney, in order to implement the acceptance and allocation of said Grant Award; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized) to accept and appropriate the Grant Award into the special revenue project titled "2022 Miami Homeless Assistance Program Challenge Grant" for the Purpose stated herein. Section 3. The City Manager is further authorized) to negotiate and execute an agreement, in a form acceptable to the City Attorney, and any and all other related documents, extensions, and renewals, all in forms acceptable to the City Attorney, in order to implement and allocate the acceptance of said Grant Award . Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.
