correspond to the coordinates. Asking for applicant to
revisit their submittal to us and have them provide

coordinates with clear distinct heights as to the heights
they are seeking to those specific points.
Concern regarding land use, not sure what the density and
the type of development is there. It's impacted by the
outer safety zone and their limitations, need additional
information as to the type of use, density of development
and occupancy to determine if it meets the outer safety
zone or not.

the thirty-three (33) points at specific GPS locations with
elevations ranging from 105 to 112 feet AMSL, our
preliminary zoning analysis found that that the 33 points at
the referenced locations and elevations conformed to the
requirements of Code of Miami -Dade County, Chapter 33,
Article XXXVII Airport Zoning, Sec. 33-333 (B)
Height/Airspace Regulations.

Aviation
Please note that MFP LLC is still required to re -submit to
the Aviation Department, an application for an MDAD-
issued "Airspace and Land -Use Letter of Determination"
once the design of the stadium progresses or is
finalized. The application should be submitted as a
package which includes the site and architectural elevation
plans for the proposed stadium as well as its ancillary
mixed -use development. Similarly, other development

contemplated under the Miami Freedom Park, such as
parking garages, office buildings, hotels, etc., will be
required to file with the Aviation Department for their own
Airspace and Land -Use Determination letters.

The construction schedule and phasing for Freedom Park
(See attached Exhibit 4: PPD- 2, Economic Impact Analysis)
with details on how construction will be coordinated with
MOAD and the airlines. According to the June 2020
Economic Impact Analysis (Exhibit PPD-2) the phases of the
proposed development are estimated to occur over a 7- to
10- year development period (although the stadium is
estimated to be completed within 36+ months from project
commencement). The attorney for the developer provided
the following tentative schedule for the City's
Masterplan/SAP Approval:

• Traffic Report re -submittals, coordination with City,
County, State - 8-1 0 months
• Coordinated Review Committee (CRC) - June 8, 2022
• City Public Hearings; Urban Design Review Board

Commission First Reading, State of Florida DEO Review, City
Commission Second Reading, approximately 6-8 months
(estimated dates if no deferrals by the Boards).

Issued their preliminary letter of determination
with certain points they objected to that
exceeded our height and zoning code, developer
in the process of revising those, it appears from
the site plan that was reviewed from the
submittal. The points have been lowered, but they
don't have coordinates, nor do they have specific
heights that correspond to the coordinates.
Asking for applicant to revisit their submittal to us
and have them provide coordinates with clear
distinct heights as to the heights they are seeking
to those specific points.
Concern regarding land use, not sure what the
density and the type of development is there. It's
impacted by the outer safety zone and their
limitations, need additional information as to the
type of use, density of development and
occupancy to determine if it meets the outer
safety zone or not.

Cultural Affairs
We would like to consider Freedom Park at a
similar scale as the Marlins Ballpark. Would like if
the project to follow the code as its applied in
Public private partnerships at the county is
pursuing across the county.
If project is a county project it would require
complying as a whole on the one and a half
percent.
