HomeMy WebLinkAboutAgenda Item Summary FormAGENDA ITEM SUMMARY FORM File ID: #12325 Date: 07/19/2022 Commission Meeting Date: 07/28/2022 Requesting Department: Department of Finance Sponsored By: District Impacted: All Type: Resolution Subject: Accepting - External Auditing Services RFP 1496386 Purpose of Item: The nature of this item is to authorize a resolution of the Miami City Commission with attachment(s), accepting the proposal received May 18, 2022, pursuant to Request for Proposals ("RFP") No. 1496386, from, RSM US LLP ("RSM") for the provision of external auditing services, for the Finance Department ("Finance"), for a period of five (5) years; allocating funds from the various sources of funds from the various user departments; authorizing the City Manager to execute the negotiated Professional Services Agreement ("PSA") in a form acceptable to the City Attorney, and to negotiate and execute any and all documents, including any amendments, renewals, and extensions subject to all allocations, appropriations and budgetary approvals having been previously made, compliance with applicable provisions of the Code of the City of Miami, Florida, as amended, ("City Code"), including, the City of Miami's Procurement Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, in a form acceptable to the City Attorney, and in compliance with all applicable laws, rules and regulations, as may be deemed necessary for said purpose. Background of Item: On April 20, 2022 the Department of Procurement ("Procurement"), on behalf of Finance, issued RFP No. 1496386, for the provision of external auditing services, to obtain proposals from experienced and qualified firms. On May 18, 2022, three (3) proposals were received in response to the RFP. On June 14, 2022, the Auditor Selection Committee ("Committee") convened to discuss and evaluate the proposals. A consensus was reached by the Committee, pursuant to the guidelines established within the RFP, to recommend that the City enter into negotiations with RSM, the highest -ranked responsive and responsible Proposer. On July 1, 2022, Procurement and a designated negotiating team successfully completed negotiations with RSM and have recommended to the City Manager to award the contract to RSM. The estimated contract amount is $2,143,440 for all five (5) years in the aggregate. WHEREAS, on April 20, 2022, the City of Miami ("City") Department of Procurement ("Procurement"), on behalf of the City's Finance Department ("Finance"), issued Request for Proposals ("RFP") No. 1496386, under full and open competition, to obtain proposals from experienced and qualified firms for the provision of external auditing services; and WHEREAS, on May 18, 2022, three (3) proposals were received in response to the RFP; and WHEREAS, on June 14, 2022, the Auditor Selection Committee ("Committee"), appointed by the City Manager, convened to discuss and evaluate the proposals, and a consensus was reached by the Committee, pursuant to the guidelines established within the RFP, to recommend that the City enter into negotiations with RSM US LLP, a foreign limited liability partnership registered to conduct business in Florida ("RSM"), the highest -ranked responsive and responsible Proposer; and WHEREAS, on June 17, 2022, the City Manager concurred with the recommendation of the Committee and authorized Procurement to enter into negotiations with RSM for a Professional Services Agreement ("PSA") for the provision of external auditing services; and WHEREAS, on July 1, 2022, Procurement and a designated negotiating team successfully completed negotiations with RSM, and have recommended to the City Manager the execution of a PSA with the same; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The Proposal received May 18, 2022, pursuant to RFP No. 1496386, from RSM for the provision of external auditing services, for Finance, for a period of five (5) years, is hereby accepted. Section 3. Funding shall be allocated from the various sources of funds from the various end user departments, subject to the availability of funds and budgetary approval at the time of need. Section 4. The City Manager is authorized to execute the negotiated PSA, in a form acceptable to the City Attorney, for said purpose. Section 5. The City Manager is further authorized to negotiate and execute any and all documents, including any amendments, renewals, and extensions, subject to all allocations, appropriations, prior budgetary approvals, and compliance with all applicable provisions of the Code of the City of Miami, Florida, as amended ("City Code"), including the City's Procurement Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, in forms acceptable to the City Attorney, and in compliance with all applicable laws, rules, and regulations, as may be deemed necessary for said purpose. Section 6. This Resolution shall become effective immediately upon its adoption.
