BACKGROUND
The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing
support to its residents.
Thelma Gibson Health Initiative, Inc. (TGHI) (the organization) is a not for profit company that is
dedicated to fighting the effects of poverty. This API allocation will allow the organization to provide
services through the TGHI Community "Passport" to Health and Housing Program. The program will be
tracked through a series of sessions and reports. It will conduct workshops focused on the development of
organized and proactive behaviors such as healthy living, self-sufficiency, parenting education, fiscal
literacy, and housing support. Their goal is to aid 72 City of Miami residents in West Coconut Grove.
As the Organization is familiar with the needs of the community and the district, it would be advantageous
for the City to expedite the allocation and waive procurement requirements at this time. Providing these
funds to the Organization will allow local businesses to obtain these services immediately, with no added
time for the procurement process, which could take over 30-40 days.
RECOMMENDATION
In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding
methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances,
as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding
of them: o the City Commission for ratification by a four -fifths vote is respectfully requested.
