Subject: Auth. City Manager - Olympia Theater & Tower RFP
Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), approving the issuance
of a Request for Proposals ("RFP") for the restoration, improvement, and lease of the
City -owned property known as the Olympia Theater and Tower; authorizing the City
Manager to issue the RFP, in substantially the attached form, subject to review and
approval of the City Attorney.
Background of Item:
The City of Miami ("City") owns the property known as the Olympia Theater and Tower,
also known as the Gusman Center for the Performing Arts or the Maurice Gusman
Cultural Center, consisting of a historic theater and residential tower, and located at 174
East Flagler Street, Miami, Florida 33131 ("Olympia"). The Olympia is listed on the
National Register of Historic Places and is recognized as a landmark in the City. The
Olympia was previously managed by Olympia Center, Inc., a Florida Not -for -Profit
corporation through a Management Agreement, which was terminated on December 31,
2020.
The City is currently managing and operating the Olympia, has undertaken numerous
repairs of the facility, and has plans for the continued repair and restoration of the
property. The City procured the services of R.J. Heisenbottle Architects to prepare a
Conditions Assessment report and to assist in the preparation of a scope of services for
an RFP for the renovation and lease of the Olympia consistent with its rich history.
The City has prepared a draft RFP so that a responsive and responsible proposer may
restore, improve, and lease the Olympia in a manner that would enhance and
emphasize the historical significance of the Olympia, activate the property to maximize
economic potential and increase value of the surrounding area, increase cultural events,
and attract the greater community to this prominent destination, as more particularly
described in the RFP.

A RESOLUTION OF THE MIAMI CITY COMMISSION, APPROVING THE ISSUANCE
OF A REQUEST FOR PROPOSALS ("RFP") FOR THE RESTORATION,
IMPROVEMENT, AND LEASE OF THE CITY OF MIAMI ("CITY") OWNED PROPERTY
KNOWN AS THE OLYMPIA THEATER AND TOWER; AUTHORIZING THE CITY
MANAGER TO ISSUE THE RFP, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, FOR SAID PURPOSE; FURTHER AUTHORIZING THE CITY MANAGER
TO ISSUE ANY AND ALL AMENDMENTS, MODIFICATIONS, AND EXTENSIONS,
SUBJECT TO ALL ALLOCATIONS, APPROPRIATIONS, PRIOR BUDGETARY
APPROVALS, COMPLIANCE WITH ALL APPLICABLE PROVISIONS OF THE CODE
OF THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"), INCLUDING THE
CITY'S PROCUREMENT ORDINANCE, ANTI -DEFICIENCY ACT, AND FINANCIAL
INTEGRITY PRINCIPLES, ALL AS SET FORTH IN CHAPTER 18 OF THE CITY
CODE, IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, AND IN COMPLIANCE
WITH ALL APPLICABLE LAWS, RULES, AND REGULATIONS, AS MAY BE DEEMED
NECESSARY FOR SAID PURPOSE.
WHEREAS, the City of Miami ("City") owns the property known as the Olympia Theater

Street, Miami, Florida 33131 ("Olympia"); and
WHEREAS, the Olympia is listed on the National Register of Historic Places and is

WHEREAS, the City is currently managing and operating the Olympia, has undertaken

property; and
WHEREAS, the City procured the services of R.J. Heisenbottle Architects, P.A., a
Florida profit corporation, to prepare a Conditions Assessment Report and assist with the
preparation of a scope of services for a Request for Proposals ("RFP") for the restoration,
improvement, and lease of the Olympia consistent with its rich history; and
WHEREAS, the City has prepared a draft RFP for recommendation of award of this
project to a responsive and responsible proposer that will restore, improve, and lease the
Olympia in a manner that will enhance and emphasize its historic significance, activate the
property to maximize its economic potential, grow the value of the surrounding area, increase
the number of cultural events, and attract the whole of the community to this prominent
destination, as more particularly described in said RFP;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The issuance of an RFP for the restoration, improvement, and lease of the
Olympia is hereby approved.
Section 3. The City Manager is authorized' to issue the RFP, in a form acceptable to the
City Attorney, for said purpose.
Section 4. The Manager is further authorized1 to issue any and all amendments,
modifications, and extensions, subject to all allocations, appropriations, prior budgetary
approvals, compliance with all applicable provisions of the Code of the City of Miami, Florida, as
amended ("City Code"), including the City's Procurement Ordinance, Anti -Deficiency Act, and
Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, in forms acceptable
to the City Attorney, and in compliance with all applicable laws, rules, and regulations, as may
be deemed necessary for said purpose.
Section 5. This Resolution shall become effective immediately upon adoption.
