Subject: Renewal Agreement - Combined Interlocal and Mutual Aid - City of Coral Gables
Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), authorizing the City
Manager to execute a Combined Interlocal and Mutual Aid Agreement ("Agreement"), in
substantially the attached form, between the City of Miami and the City of Coral Gables
providing for the renewal of a Joint Enforcement Zone, Provision of Law Enforcement
Services and a Multi -Agency Anti -Prostitution & Human Trafficking Task Force pursuant
to the Mutual Aid Act, Chapter 23, Part 1, of the Florida Statutes.
Background of Item:
Pursuant to Resolution No. 17-0270, adopted on June 8, 2017, the City of Miami ("City")
and the City of Coral Gables ("Coral Gables") entered into an Agreement for the
creation of Law Enforcement Services and a Multi -Agency Anti -Prostitution and Human
Trafficking Task Force ("Task Force"). The City and Coral Gables now wish to renew
the Combined Interlocal and Mutual Aid Agreement for the continued provision of the
Task Force. Human sex trafficking has become an epidemic of significant
consequences to South Florida. This crime occurs when a trafficker uses violence,
threats, blackmail, false promises, deception, manipulation, or debt bondage to trap
vulnerable individuals and force them to engage in commercial sex acts or labor against
his/her will. The victims of human sex trafficking are often exposed to serious health
risks including but not limited to sexually transmitted diseases, drug and alcohol
addiction, physical injuries, forced abortions, and various forms of psychological trauma.
The individuals engaged in prostitution are exposed to similar physical and
psychological injuries. It is the responsibility of the City and Coral Gables to continue to
ensure the public safety of their citizens by providing adequate levels of police services.
The City and Coral Gables have authority under the Florida Interlocal Cooperation Act
of 1969, Section 163.01, Florida Statutes, to enter into interlocal agreements to jointly
exercise any power, privilege, or authority which they share and which each might
exercise separately. The City and Coral Gables have the authority under the Municipal
Home Rule Powers Act, Section 166.011, Florida Statutes, et. seq., to enter into an
interlocal agreement with an adjoining municipality within the same county to provide
law enforcement services within the territorial boundaries of the other adjoining
municipality. The City and Coral Gables have authority under the Mutual Aid Act,
Chapter 23, Part 1, Florida Statutes, to enter into mutual aid agreements. It is in the
best interests of the City and Coral Gables to renew this Combined Interlocal
Agreement and Mutual Aid Agreement ("Agreement"). The purpose of this Agreement
is to renew a Joint Enforcement Zone of a Multi -Agency Anti -Prostitution and Human
Trafficking Task Force ("MAAPTF") intended to combat human trafficking, prostitution,
and other related criminal violations. The MAAPTF seeks to disrupt human trafficking,
prostitution, and other related criminal activity through joint proactive law enforcement
operations in order to investigate, apprehend, and successfully prosecute offenders
engaging in such activity within the Joint Enforcement Zone. The apprehension and
prosecution of these criminals is intended to reduce crime inside and outside the
respective jurisdictions of the City and Coral Gables, regardless of where these criminal
offenders are ultimately apprehended. This Agreement shall take effect upon execution
by the City and will continue in full force and effect for an additional period of five (5)
years.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE A COMBINED INTERLOCAL
AND MUTUAL AID AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM,
BETWEEN THE CITY OF MIAMI AND THE CITY OF CORAL GABLES, TO CONTINUE
THE PROVISIONS OF THE JOINT ENFORCEMENT ZONE, LAW ENFORCEMENT
SERVICES, AND EXTENSION OF THE MULTI -AGENCY ANTI -PROSTITUTION AND
HUMAN TRAFFICKING TASK FORCE PURSUANT TO THE MUTUAL AID ACT,
CHAPTER 23, PART 1, OF THE FLORIDA STATUTES.

related criminal activity through joint proactive law enforcement operations in order to
investigate, apprehend, and successfully prosecute offenders engaging in such activity within
the Joint Enforcement Zone; and
WHEREAS, the apprehension and prosecution of these criminals are intended to reduce
crime inside and outside the respective jurisdictions of the City and Coral Gables, regardless of
where these criminal offenders are ultimately apprehended; and
WHEREAS, this Agreement shall take effect upon execution by the City and will
continue in full force and effect for an additional period of five (5) years;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as fully set forth in this Section.
Section 2. The City Manager is authorized' to execute the Combined Interlocal
Agreement and Mutual Aid Agreement, in substantially the attached form, between the City and
Coral Gables, to continue the provisions of the Joint Enforcement Zone, law enforcement
services, and extension of the MAAPTF Task Force pursuant to the Mutual Aid Act, Chapter 23,
Part 1, of the Florida Statutes.
Section 3. This Resolution shall become effective immediately upon its adoption.
