Amending Zoning Ordinance Transfer of Affordable Housing Density Bonus
My name is Sherman Rattner. I am the President of the Tenants
Association for 1809 Brickell Ave — a 270 units of Affordable Housing for Senior
most of whom are disabled. I'm here to talk about Affordable Housing, or rather
the lack of Affordable Housing. Thanks to the City's failure in policy and
leadership over the past decades that has only gotten worse we are no the least
affordable housing market in the nation.
Half the City struggles to pay for safe, decent, and affordable housing as a
result of the years of failed policy and leadership that has made us ground zero
for the housing crisis
This proposed ordinance is a shameless give away by the City of billions
and billions of dollars to Developers that will have nominal benefit for most
citizens in need of housing while further turning Miami into a Tale of Two Cities
dividing the Rich from Working Families, Senior, disable, and the poor.

Right now you are in the process of giving — literally giving a billion dollars
to a billionaire developer for tearing 400 Seniors most of whom are disabled and
sending them off to a premature death in one of the most dangerous and toxic
areas of the City where there is literally a 7 year liss life expectancy according
the Census Date.
YOU — Each of you is responsible for this travesty. While you give a way
billions have the City struggles to survive.

This is Political cowardice sinking under the weight of moral bankruptcy of
the worst kind. This is ordinance to create "A Tale of Two Cities" - one city
Millionaires and billionaires mostly along the coast a wall along Brickell and
Biscayne Boulevard and a few other areas and the other City did the rest. Failure
policy and a failure of leadership you have
This ordinance will give away billions and billions to other developers all
across the City for doing the same thing.
Otherwise Known as the City's Billion Billion Dollar Give Away to
Developers for Sending the Seniors, Disabled, Working Families and Poor off to
a premature death in the most dangerous and toxic areas of the City.
Or alternatively I call it the tale of two Cities in which through years of a
failure of policy and leadership you have managed to turn Miami into Ground
Zero for the Affordable Crisis.
Thanks in large measure to your failure of policy and leadership Miami is
now the least affordable housing market in the nation.
This Ordinance Officially Memorializes that reality. It is not an Ordinance to
solve the problem but an ordinance to perpetuate the problem.
That you cloak this Billions and Billions in gives aways in the name of
Affordable Housing as you have done with the Inclusionary housing Ordinance;
and the Forever Bonds is absolutely shameless and reprehensible.

I don't like to just complain about what others do or don't as in what you
are doing here; I believe in offering up real solutions which I have done on many
occasions in the past.
Let me give you some right now: and I think the Mayor will agree that l have
offered up credible and reasonably documented realistic proposals in the Past.
I can show you a way that working with the County You can create a 1,000
affordable units for seniors and disabled at virtually no cost in the next six
months. Sound too good to be true but its real, and I've actually been able to
show it can be done.
Here's another one: I can show you a way that you can create 270
affordable units for seniors and disabled at no cost whatsoever in one day and
all you have to do is send this letter to HUD to get it done.
Its real; you can do it; one letter to HUD and you will create 270 affordable
units for seniors and the disabled literally over night.

And what did he do to deserve this; With your help he is sending 400

A Billion dollar payoff from the City to a Developer to send seniros and
disabled off to a premature death.
SHAME SHAME SHAME ON YOU.
This ordinance will memorialize doing exactly that all over the City — Billion
dollar bonanza for sending people off to die.
don't think it gets any more outrageous then that.
One final point: In Januray 6, 2a24, A Traitorous, Draft dodging Liar tried to
over through our democracy and came within a haris breath of succeeding and
continues to spread the great lie of a stolen election.
All of this and the continued divisiveness that plagues our nation,
threatens our democracy, and undermines our security has been made possible
by your continued silence
Your silence and even support of this lie is an act of unimaginable political
cowardice. It is a Shame that you will carry for the rest of your lives.

ORDINANCE NO. 13114, THE ZONING ORDINANCE OF THE CITY OF
MIAMI, FLORIDA, AS AMENDED, BY AMENDING ARTICLE 3, TITLED
"GENERAL TO ZONES", TO ESTABLISH AN AFFORDABLE HOUSING
TRANSFER OF DEVELOPMENT DENSITY PROGRAM; CONTAINING A
SEVERABILITY CLAUSE AND PROVIDING FOR AN EFFECTIVE DATE.

PURPOSE: This will allow amending article 3, entitled "General to
Zones", to establish an affordable housing transfer of development
density program.
