Gibbs Leon P Michel Victoria Mendez Reviewed B Meeting Legislative Division Review ACA Review Department Head Review Approved Form and Correctness Completed 07/28/2022 9:00 AM Completed 08/01/2022 5:54 PM Completed 08/01/2022 6:02 PM Completed 10/18/2022 5:43 PM Completed 10/18/2022 8:04 PM City of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 12388 Final Action Date:7/28/2022 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO COMMENCE A PILOT PROGRAM TO PROVIDE FIFTY (50) TO ONE HUNDRED (100) TINY HOMES AT THE VIRGINA KEY SITE PRESENTED DURING DISCUSSION ITEM DI. 2 AT THE JULY 28, 2022 CITY OF MIAMI ("CITY") COMMISSION MEETING FOR THE CITY'S HOMELESS POPULATION, INCLUDING DAILY TROLLEY SERVICE TO RUN ON AN HOURLY OR BI-HOURLY BASIS; FURTHER DIRECTING THE CITY MANAGER TO DETERMINE COSTS AND FEASIBILITY OF SUCH PROGRAM AND TO PRESENT SAID RESULTS AND CITY MANAGER'S RECOMMENDATION AT THE SEPTEMBER 8, 2022 CITY COMMISSION MEETING; FURTHER DIRECTING THE CITY MANAGER TO EXPLORE ALTERNATIVE SITES WITHIN AND OUTSIDE THE JURISDICTIONAL LIMITS OF THE CITY FOR A PERMANENT PROGRAM. WHEREAS, areas of recurring homeless encampments can become a site of human waste, trash, vermin, discarded needles, and the like posing a genuine public health threat; and WHEREAS, each district in the City of Miami ("City") is facing extreme sanitary challenges due to scattered encampments occupied by individuals experiencing homelessness that are shelter -resistant; and WHEREAS, the City has invested significant funds and resources to provide shelter and services to individuals experiencing homelessness; and WHEREAS, on April 8, 2021, the City Commission considered strategies regarding citywide clean-ups at locations known to have recurring homeless encampments; and WHEREAS, on September 13, 2021, the City Commission adopted Resolution R-21-0372 directing the City Manager to designated area(s) in the City to provide for permitted temporary encampments or other shelter options in an effort to improve the City's homeless conditions; and WHEREAS, a new approach is necessary to reduce homelessness and new resources must be created by the City; and WHEREAS, the City desires to explore a pilot transitional home area which will include fifty (50) to one hundred (100) tiny homes at the Virginia Key site along with trolly services ("Pilot Program") as part of the City's latest efforts in reducing homelessness; and WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida, as amended, the City Commission, by a majority vote, hereby deems this Resolution to be of an emergency nature; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is directed to commence the Pilot Program to provide fifty (50) to one hundred (100) tiny homes at the Virginia Key site presented during discussion item DI. 2 at the July 28, 2022 City Commission meeting. Section 3. The City Manager is further directed to include daily trolley services to run on an hourly or bi-hourly basis for the Pilot Program. Section 4. The City Manager is further directed to determine the costs and feasibility of the Pilot Program and present said results and recommendations at the September 8, 2022 City Commission meeting. Section 5. The City Manager is further directed to explore alternative sites within and outside the jurisdictional limits of the City for a permanent program to provide the same services stated herein.
