Miami FL Resolution R-21-0373 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO DESIGNATE AN AREA OR AREAS IN THE CITY OF MIAMI PROVIDING FOR PERMITTED TEMPORARY ENCAMPMENTS OR OTHER SHELTER OPTIONS FOR HOMELESS INDIVIDUALS. Information Department: Category: Attachments Commissioners and Sponsors: Vice Chair, District Three Mayor Elected Official Item Agenda Summary and Legislation Joe Carollo Body/Legislation WHEREAS, each district in the City of Miami ("City") is facing extreme sanitary challenges due to scattered encampments occupied by individuals experiencing homelessness that are shelter -resistant; and WHEREAS, this crisis has created unacceptable conditions to surrounding residents, businesses and visitors of the City where streets, sidewalks, and parks are littered with trash, human waste, and discarded used syringes; and WHEREAS, the City has invested significant funds and resources to provide shelter and services to individuals experiencing homelessness; and WHEREAS, all reasonable measures have been taken to minimize the possible adverse impacts which said encampment may have to the surrounding area or areas in which it is located; and WHEREAS, despite these efforts and increased resources in recent years, the problem facing the City have only continued to grow and therefore it is apparent that the City's current resources alone cannot resolve homelessness; and WHEREAS, a new approach is necessary to combat homelessness, new partnerships must be forged and new resources must be created by the City; and WHEREAS, it is appropriate for the City's Administration to explore a pilot encampment action plan as part of the City's latest efforts in combating homelessness; and WHEREAS, the encampment action plan should be a multi -disciplinary approach to identify and designate areas in the City where homeless individuals will be permitted to reside outdoors in tents and other forms of portable shelter that are not permanently attached to the ground, and on a site with accessible services which is supervised by a managing department to provide living and sanitary services to occupants of the encampment; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: 1 of 2 1/6/2022, 10:54 AM R-21-0373 A RESOLUTION OF THE MIAMI CITY COMMISSION ... https://miamifl.igm2.com/Citizens/Detail LegiFile.aspx?ID=10626&hig... Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is directed to designate an area or areas in the City to provide for permitted temporary encampments or other shelter options for homeless individuals. Section 3. This Resolution shall become effective immediately upon its adoption.
