development. Before joining MHFA, Annie served as the Chief Program Officer for
CitySquare, a direct multi -service provider for disadvantaged households, and Vice
President of Community Development for Citibank. She is privileged to have served as
the first Executive Director of the South Florida Community Development Coalition.
Annie is a Certified Economic Development Finance Professional, a graduate of Class VI

Supervision, Mid -Management and Senior Management.
• Prepared curriculum for five specialty courses to include S.W.A.T. Operations and Management, Patrol
Operations, Staff Officer Principles, Training Management in Law Enforcement and Leadership during
Incident Command.
• Was a member of the Region XIV Law Enforcement Training Council for three years (1990-1993) and
assisted the Florida Department of Law Enforcement testing and validation team in the first state wide
police officer certification exam.
• As a subject matter expert for the council assisted in the review and evolution of various law -
enforcement course curriculums to ensure latest best practices were incorporated.

United States Army September 2004 — October 2010

• Served as the Commander, 930th Army Liaison Team.
• Performed liaison operations at the strategic levels in the U.S. Army South Joint Operations Center in
Honduras and U.S by leading a group of senior level officers from various functional branches to
provide the Combined Forces Land Component Commander (CFLCC) and his staff with critical and
timely information for decision making and reacting to threats. The Army Liaison Team was
decentralized to various countries and used different methods of communications to ensure the
commander received the best concept of on ground truth. The primary method of providing ground
truth was the Virtual Common Operating Picture (all major command under the CFLCC monitored this
real time representation of ground truth to include personnel strengths, composition and disposition of
forces, and threat locations which are actual or possible).
United States Army June 1996 —September 2004
Lieutenant Colonel
• Served as the Commander of an Infantry Battalion and Brigade Operations Officer.
• Responsible for 650 soldiers during combat and country building operations from 2003 - 2004 as a
Battalion Commander. Implemented security operations at the local and citywide levels (Ramadi, Iraq).
• Commanded the First Battalion, 124th Infantry Regiment, known as the Hurricane Battalion,
where we conducted over 300 missions and though we received more than 50 Purple Heart
medals we had no casualties. We effectively assisted coalition forces in controlling this critical
capital of Al Ambar. During the rebuilding phase our duties included the management of over $20
million dollars' worth of projects to include the rebuilding of the province's Supreme Court House,

parks, mosques, children's hospital, and municipal buildings. Part of my battalion's duties was to
establish the Al Ambar Police Academy where the Hurricane Battalion and the Al Ambar Police
Department, at one point both being under my command, graduated 3,000 properly trained police
officers and control of the city was re-established. Trained a 50 man S.W.A.T. team and
undercover officers who infiltrated the area arms -dealing network. These specialized teams
assisted us in apprehending bomb makers, arms dealers, and discovering the large number of
caches of weapons and ammunition throughout the city. Success in this kind of nation building
under hostile conditions can only be attributed to the appropriate management and leadership of
all assets available to the unit and its leadership.
United States Army
Major
• Served as the Brigade Intelligence Officer, Battalion Executive Officer and Battalion Operations Officer.
• As a Brigade Intelligence Officer I lead a team of analysts, researchers, operatives, and subject
matter experts in obtaining the best possible picture of terrain, weather, and enemy situation as
well as composition and disposition of their forces to the brigade commander and the remit of the,
staff for use in the decision making processes and conducting operations.
• Involved in four major exercises in various countries coordinating with multiple agenciesand

• As a Battalion Executive Officer, I was the second in command of the Infantry Battalion;
responsible for the management and integration of the battle staff with primary concerri.,'of,
integrating the logistical and personnel actions with the operational requirements.'
• Planned and executed the movement of the 650 battalion personnel and the accompanying
equipment and vehicles to the country of Panama for training operations. r.

• As the Battalion Operations Officer I was responsible for the operations, training, communications
and computers of an Infantry Battalion. During my tenure as the operations officer I coordinated
the battalion's operations for post Hurricane Andrew stabilization and recovery. The battalion
was responsible for coordinating with Miami -Dade County and the City of Miami for security and
opening road networks for relief efforts to the areas of Goulds and Coconut Grove. We were able
to assist over 600,000 people in 7 months of operations coordinating with multiple agencies.

• Served as the Company Commander, Battalion Intelligence Officer and Battalion Adjutant.
• As a Company Commander I led 130 Infantry soldiers in peace time operations and training to
ensure the unit was prepared for combat and civil military operations in response to man-made or
natural disasters. As a National Guard Company Commander, I was also responsible for the
property management of the unit to include the Armory. The Armory rentals brought in money
which assisted in capital improvements and upkeep. During my command, we were able to
promote the building and improved the income stream from $35,000 annual rental income to
$265,000. We were able to improve the kitchen, roof, and electrical infrastructure and thus made
the utilization of the building more marketable.

o Served as the Company Executive Officer, A -Team Detachment XO (Special Forces). As a Special
Forces Officer I was responsible for the logistical operations of the A -Team and assuming
command of the unit in the absence of the commander. The team was trained in conducting

Accounting Practice 1980 — 1986; Client list included 15 companies and 88 people. Primarily performed tax
returns for police officers and their families as well as general accounting for companies owned by police
officers. I sold the practice to an accountant after being promoted to Sergeant in 1986.

Conducted research at the Miami Police Department on the Leadership functional traits and dysfunctional
dispositions using the Hogan Personality Indexes. The results were incorporated into my dissertation. Results
proprietary and the participants confidential for obvious reasons. An internal white paper was published (2007)
on the leadership spectrum and degrees of use at the various ranks.
